A company was fined 100 million for violations related to the Ca Mau General Hospital project.

A company was administratively fined VND100 million for evaluating bidding documents that did not meet standards, violating bidding laws, leading to incorrect contractor selection results.

On December 4, according to a source from Giao Thong Newspaper, the People's Committee of Ca Mau province has decided to administratively fine Hop Nhat Construction Investment and Consulting Company Limited (abbreviated as Hop Nhat Company) with an amount of 100 million VND.

The company was fined for evaluating bidding documents that did not meet standards, violating bidding laws, leading to incorrect contractor selection results.

Previously, the Inspectorate of the Department of Planning and Investment of Ca Mau province also decided to administratively fine the Ca Mau Province Construction Project Management Board 30 million VND for approving incorrect contractor selection results.

Both penalty decisions are related to the bidding process for package 27, part of the Ca Mau General Hospital Construction Investment Project. This package has a total investment capital of more than VND820 billion.

The Ca Mau General Hospital construction investment project was approved in July 2020 according to Resolution No. 05 of the Ca Mau Provincial People's Council, with a scale of 1,200 beds on an area of 12.15 hectares in Ward 6, Ca Mau City. The total investment capital is more than 3,300 billion VND, the implementation period is from 2020 to 2025.

The project is invested by the Provincial Construction Project Management Board, and Hop Nhat Company is the inviting party.

However, after more than four years of implementation, the project has only partially completed site leveling, pile driving, concrete pouring, and internal roads. The slow progress has put the project at risk of having public investment withdrawn.

On July 17, 2024, the Provincial Construction Project Management Board approved the Joint Venture of Corporation 319 ( Ministry of National Defense ) - Construction and Industrial Production Joint Stock Company 3 to win the bid for package No. 27 with a price of more than 814 billion VND.

However, this decision was met with a petition from two companies participating in the bidding for the above package, Thuan Phu Company Limited and Corporation 36.

Receiving the petition, the Provincial People's Committee directed the establishment of an Advisory Council to resolve the results of contractor selection for package No. 27.

The Advisory Council for Petition Resolution determined that the petitions were well-founded and proposed administrative sanctions against both the inviting party and the investor.

Currently, package 27 is being re-bid by another unit.
