These days, I, like the people of Cao Xuan Duong commune, Thanh Oai district (old), am very excited to wait for the day the 2-level government model officially comes into operation. Through studying related documents and papers, I realize that the 2-level local government model has many new points compared to the previous 3-level government. For example, the decentralization and delegation of power to the grassroots level is stronger, contributing to building a government closer to the people, serving the people more effectively. In particular, the 2-level administrative apparatus is rearranged in a streamlined and efficient direction, which will help increase the effectiveness and efficiency of state management to better serve the people. Not only that, the 2-level government model also creates conditions and opportunities for localities to promote the application of digital technology , digital transformation in management, operation, and settlement of administrative procedures... Stronger decentralization and more thorough delegation of power to the grassroots government will help quickly and promptly resolve people's problems. I have high expectations for the positive results that the two-tier government model brings.

I, like many people in the capital, was very excited when Hanoi "pressed the button" to officially operate the 2-level government model. In the context that the city is entering a new development phase with many urgent requirements for administrative reform, digital transformation and improving the quality of public service, the 2-level government model is being implemented to reduce the administrative apparatus, clearly define the functions and tasks of each level, thereby creating smoothness, transparency and synchronization in organization and implementation, enhancing the effectiveness of management and decision-making on issues under its authority. In addition, the implementation of this model also helps the city government focus more on planning, socio-economic development, security and defense while the grassroots level can be more proactive in solving issues close to people's lives. There will still be many challenges during the implementation process, especially in the early stages. However, with high political determination, consensus of the people and efforts of the entire political system, I believe that this model will create favorable conditions to improve the effectiveness of state management, enhance autonomy, self-responsibility and promote the proactive and creative role of the grassroots government, contributing to building the capital to be increasingly rich, beautiful, civilized and modern.

The implementation of a two-level government and the elimination of intermediate levels is not only a matter of streamlining the focal points, but is essentially a strong administrative revolution, cutting unnecessary levels, and speeding up the process of resolving work for the people. As someone who has worked at the grassroots level, I understand the overlap, dispersion, and ineffectiveness of a cumbersome apparatus. Now, when power is clearly defined and responsibilities are tightly linked, people will enjoy a more transparent and effective administration. In particular, I appreciate the fact that the government not only arranges the organization but also takes care of policies for redundant cadres in a humane, humane, and reasonable manner. This is a way to demonstrate the depth of governance, both maintaining the stability of the apparatus and ensuring the rights of those who have contributed. What is most admirable is that many cadres and party members have demonstrated the spirit of “8 dares”: Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to face difficulties, dare to act for the common good and dare to sacrifice for the Fatherland and the people. It is this spirit that has breathed new life into the process of restructuring the apparatus, helping the transformation not become stagnant but a strong driving force for innovation from within. As a soldier, I sympathize with the spirit of “8 dares” because in the Army, it is also the core of courage, discipline and dedication.

Before talking about the new model, it is necessary to affirm that the 3-level government has played a great role in the process of building and defending the country. However, in the context of the country entering a new stage of development with the requirement of modernizing the administration, the 3-level model has revealed many shortcomings, such as a cumbersome apparatus, overlapping functions, slow and inflexible work processes. Therefore, streamlining the apparatus according to the 2-level model is a suitable and necessary step. As a retired ward official, I fully support this model. When the district level is abolished, many procedures will be shortened, administrative decisions will be issued faster, reducing intermediaries and avoiding the situation of shifting responsibilities between levels. However, I also have some concerns. That is, when switching to the 2-level model, the workload at the commune and ward levels will certainly increase. Therefore, I think it is necessary to have careful preparation of human resources, facilities as well as clear demarcation of authority, and at the same time have reasonable remuneration policies for commune and ward level officials.
