The General Staff of the Vietnam People's Army has just sent a telegram to the General Staff of the Political Department of the Vietnam People's Army; the General Departments: Logistics-Technology, Defense Industry, General Department II; Military Regions: 1, 2, 3, 4; Air Defense-Air Force Service; Border Guard; Army Corps 12; Military Industry-Telecoms Group; the Armies: Artillery, Special Forces, Engineering, Chemical, Armored, Communications; Army Corps: 11, 12, 18, 19.

Focus on overcoming the consequences of flash floods and landslides

According to a report from Military Region 2, on the night of July 26 and early morning of July 27, heavy and prolonged rain occurred in Son La province, causing serious damage to people and property.

Of which, 7 communes suffered serious damage: Chieng Khoong, Chieng So, Bo Sinh, Sop Cop, Nam Ty, Muong Hung, Huoi Muoi.

In particular, 6 people in Chieng So and Muong Lam communes, Son La province were buried by rocks and swept away by floods (3 people died and 3 people are missing).

The General Staff requires agencies and units to strictly maintain on-duty regime and grasp weather, meteorological and hydrological situations.

When complicated situations and incidents occur, it is necessary to organize additional on-duty teams and implement reporting regimes according to regulations; proactively prepare forces and means, and advise and propose timely and effective handling of situations.

The Military Region 2 Command directed the Son La Provincial Military Command to consult with local Party committees and authorities, and direct functional agencies to mobilize forces and means to focus on searching for the missing people.

In particular, it is important to ensure absolute safety for search and rescue forces; treat the injured; visit, encourage and support families with deceased or missing people according to regulations; support families in taking care of funerals for those who died according to local customs; mobilize forces, materials and means to quickly repair landslide-affected roads, ensuring traffic safety.

By all means, we must reach areas affected by flash floods and landslides, promptly support people, and resolutely not let people go hungry.

Military Regions 1, 3, and 4 direct the Military Commands of provinces and cities; proactively advise local Party committees and authorities, inspect and review response plans and options.

Check areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded areas, isolate, evacuate, and move out of dangerous areas when there is heavy rain, to prevent damage to people and property due to carelessness and subjectivity; proactively arrange forces and means to help local authorities and people. Drones and helicopters are ready to rescue local people to respond, overcome consequences and search and rescue.

The Hanoi Capital Command proactively consults with local Party committees and authorities to inspect and review response plans and options, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, and flooded and isolated areas, to prevent loss of life and property due to carelessness and subjectivity.

Drones, helicopters ready

Units stationed in the Northern and North Central regions proactively coordinate and cooperate with local authorities to be ready to mobilize forces and means to participate in responding to and overcoming the consequences of incidents and natural disasters when requested.

The Military Industry and Telecommunications Group (Viettel) coordinated with Military Region 2 to mobilize forces and unmanned aerial vehicles to support localities in early detection of areas at risk of flash floods, landslides, and landslides to promptly warn and evacuate people to safety.

The General Department of Logistics - Engineering, Defense Industry, and General Department II, according to their functions and tasks, shall strengthen direction, urge, and inspect subordinate units to be ready to do a good job of response, ensure safety of warehouses, factories, weapons and equipment, and prepare well for logistics and technical support for incident response, natural disasters, and search and rescue.

Actively coordinate, provide and promptly transport rescue supplies and equipment to help localities respond and overcome consequences when situations occur.

The Air Defense - Air Force Service, Corps 18 inspected and reviewed plans, organized forces and vehicles to be ready to conduct search and rescue flights by air when ordered by the Ministry of National Defense.
