Teachers are confident and dedicated
Ms. Phan Thi Phuong, a teacher at Hung Dung Secondary School (Truong Vinh Ward, Nghe An ) shared that she had followed and was happy when the National Assembly officially passed the Law on Teachers. With 451/460 delegates present in favor, reaching a rate of 94.35%, it proves that teachers receive great attention from the people, society, and authorities at all levels.
According to Ms. Phuong, the first content of the Teachers Law that she and many colleagues pay attention to is that teachers' salaries are ranked highest in the administrative career salary scale system. At the same time, preferential allowances for jobs and seniority are kept unchanged. This helps teachers ensure their lives, feel secure in their work, and stay committed and devoted to their profession for a long time.
In fact, before the Law on Teachers, Ms. Phuong herself always fulfilled her duties well, taught, and devoted herself to her students. She has many years of training excellent students, reviewing final exams, and students preparing for entrance exams to Phan Boi Chau High School. In the 2024-2025 school year, affected by Circular 29, which prohibits paid extra teaching in schools, Ms. Phan Thi Phuong also participated in training excellent students, reviewing final exams... for free. Thanks to the efforts of both her and her students, she had 6 students admitted to the Literature and History classes of Phan Boi Chau High School for the Gifted.

“In addition to my main duties as a teacher, during the school years, I also held the position of deputy head of the professional group, head of the Literature Department, and performed a number of other activities when required by the school. Despite the hardship, with my spirit, responsibility, and love for the profession, I always strived to complete all assigned tasks. Therefore, when the Law on Teachers was promulgated and teachers' salaries were ranked the highest, it was a worthy recognition and honor for the work of teachers. That is what teachers feel most happy and excited about," Ms. Phuong shared.
Ms. Phan Thi Phuong is also concerned about the provisions related to extra teaching and learning in the Law on Teachers. Accordingly, the Law on Teachers does not prohibit teachers from giving extra teaching, but only stipulates that teachers are not allowed to force students to participate in extra classes in any form. She shared that it is necessary to recognize that extra teaching and learning are the needs of students and parents.
Having worked in the exam preparation and student training for many years, Ms. Phuong said: “A true teacher never forces and in fact cannot force students to take extra classes. Students who feel that a teacher is suitable for them and can learn effectively will seek out and request extra classes. Students can ask to take extra classes with teachers in their school, in other schools, in other localities, and even study online with domestic and foreign teachers.” With the provisions of the Law on Teachers, it will clarify and guide teachers’ extra teaching activities in accordance with regulations, recognized by the community and society, and protected by the legal corridor.
Return to theeducation sector the authority to recruit teachers
Mr. Nguyen Van Hao - Principal of Yen Khe Secondary School (Con Cuong Commune, Nghe An) also expressed his excitement when the Law on Teachers was passed by the National Assembly and will take effect from January 1, 2026. In particular, new regulations on salary scales, job placement, allowances, etc. help teachers feel better, feel secure in dedicating themselves to their profession and students. Especially for teachers in mountainous areas who often have to work hard in teaching.
As a manager, Mr. Nguyen Van Hao also shared his interest in new policies in education, especially teacher recruitment. Previously, the education sector set the teaching hour norms and teacher/class ratio, but the internal affairs sector assigned the payroll, and the recruitment, salary payment, and personnel management of preschool, primary and secondary school teachers were under the authority of the district-level People's Committee.
Mr. Nguyen Van Hao said that, along with implementing a two-level local government, schools are managed by the commune level in terms of the state, and handing over the right to recruit teachers to the education sector is appropriate and in line with its functions and tasks.
"I believe that by assigning the task of recruiting teachers to the local Department of Education and Training, we will be able to select and supplement a team that meets the requirements as well as is suitable for practice, with a reasonable structure, especially in the context of implementing the 2018 General Education Program," - the Principal of Yen Khe Secondary School expressed.

Sharing the same view, Mr. Phan Trong Dong - Principal of Dien Chau 3 High School (Minh Chau Commune, Nghe An) said that one content of the Law on Teachers that has a strong impact on educational practice is the regulation on the authority to recruit teachers. Accordingly, for public vocational education institutions and public universities, the recruitment of teachers is carried out by the head of the educational institution. For non-public educational institutions, the recruitment of teachers is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution.
This provision has given back to the education sector an important role and function, which in a nutshell means “each person does his own job”. Previously, for high school level, teachers were recruited by the Department of Education and Training, while at other levels, recruitment was consulted, proposed, and participated by the Department of Education and Training, but the highest decision was made by the local government at the district level.
“When the recruitment authority is given back to the education sector, I believe that the right people will be recruited, with the right expertise and job positions according to practical requirements. At the same time, with the scope of managing teachers in the whole province, the Department of Education and Training will have a comprehensive, overall view and harmonize the team in practice,” said Mr. Phan Trong Dong.
