The festival was organized by the Vietnam Association of Photographic Artists in coordination with the Dien Bien Provincial Literature and Arts Association in Dien Bien City, Dien Bien Province, with the participation of 15 provinces in the region, including: Lao Cai, Cao Bang, Bac Giang , Bac Kan, Dien Bien, Ha Giang, Hoa Binh, Lai Chau, Lang Son, Phu Tho, Son La, Thai Nguyen, Tuyen Quang, Vinh Phuc, Yen Bai.
With the theme "Beauty - land and people of the Northern mountainous region", the works participating in the festival are in the following photography genres: landscape, portrait, daily life, reflecting the beauty of nature, land and people in the Northern mountainous region.
The festival attracted 309 authors with more than 2,200 entries, including 149 photo series and 2,052 single photos. The Organizing Committee selected 142 works (including 16 photo series and 126 single photos) to display at the festival.
Attending the festival, Lao Cai province had 29 members and photographers sending 207 works (including 19 photo sets and 188 single photos), the most ever. After the judging round of the Organizing Committee, Lao Cai province had 15 works by 9 authors selected to hang, including 14 single photos and 1 photo set.
