Provincial leaders inspect site clearance work for Khe Lai

Phase 1 project, Khe Lai - Vuc Mau irrigation system, Quynh Luu district, was approved by the Ministry of Agriculture and Rural Development in Decision No. 1609 dated June 11, 2009, with inundation elevation of +47.33m. In 2021, the Ministry of Agriculture and Rural Development approved the project adjustment in Decision 4228, with inundation elevation reduced to +46.25m.

The total area cleared for project implementation is more than 365 hectares, with 309 households affected on 829 plots of land.

As of April 23, 2024, Quynh Luu district has completed the work of measuring and approving specific land prices for project site clearance and completed the field inventory and counting work for 100% of affected land plots. The district has organized the pricing of 758 land plots, reaching a rate of 91.44% and completed the review, supplement and approval of adjustments to the overall site clearance plan of the project... At the same time, 20 decisions have been issued to recover land of various types including: residential land, gardens, agricultural production and production forest land, with an area of over 169 hectares; and paid compensation for site clearance of over 201 billion VND.

In addition to the achieved results, at the working session, Quynh Luu district also pointed out the remaining difficulties and problems. Currently, there are still 32.11 hectares of natural forest land that have not yet had a decision to change the purpose of forest use. In addition, 7 households in Nam Viet village, after getting married, built houses on their parents' land after the time of land reclamation notice (in 2010), making it very difficult to clear the land.

At the meeting, the district departments and provincial departments expressed their opinions to clarify the difficulties and problems of the project. On that basis, solutions were proposed to overcome the site clearance and land acquisition work to ensure the progress and plan of the project.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Van De emphasized that the Khe Lai - Vuc Mau Reservoir Project has an important position in the economic development strategy, so the Party Committee and the government of Quynh Luu district need to continue to direct strongly and urge relevant departments and agencies to carry out assigned tasks and work promptly and on schedule.

The Vice Chairman of the Provincial People's Committee also noted the groups of tasks to focus on in the coming time, specifically: Pay attention to reviewing and changing the purpose of use of more than 32 hectares of natural forest land in Tan Thang commune and providing support for people to care for, manage and protect the forest. For land plots located in the planning area according to Decision 482, the current measurement status is agricultural land, it is necessary to check and determine that it is forestry land to have a compensation and support plan. Resolutely relocate households building houses on residential land and agricultural land after the time of land recovery notice (2010).

Regarding difficulties, recommendations and proposals of the District People's Committee, the Provincial People's Committee will send a conclusion notice to the departments, branches and sectors for handling./.
