The exam questions for some subjects in the 2025 high school graduation exam were too difficult, leaving a heavy echo in the past few days. Good students, confident when entering the exam, suddenly became confused about themselves when completing the English and math exams. Many exclaimed that the exam was much more difficult than what teachers had taught, students had learned; more difficult than textbooks, even the standard program.
Although the Ministry of Education and Training explained and affirmed that no exam questions exceeded the requirements of the program; but if both students and teachers find that the content of the high school graduation exam is strange to what is being taught in high schools, then perhaps the story is not just about the way the questions are set.
The innovation of generaleducation programs has gone through a cycle with many expectations, in which the biggest change is the shift from imparting knowledge to the goal of forming learners' qualities and abilities.
However, the way the exam is conducted is to assess ability, the math problems, essays and situations presented in the exam require students to relate to reality to solve practical problems, which makes candidates surprised and confused. Many teachers also say that there are questions that they cannot do, cannot do in time...
That shows that the exam is not only to evaluate students but also to directly reflect on the "fundamental and comprehensive innovation of education and training" of the education sector. Many times of education reform in history have drawn a lesson, that is, innovation of schools, of staff, of investment in education always follows innovation of programs and textbooks. It seems that this time is also repeating.
Concerns and criticisms about the innovation of general education programs but serious shortage of teachers everywhere, disparity in staff quality, education budget not reaching the minimum threshold, etc. seem to be revealed from the confusion of students after the recent exam.
Professor Do Duc Thai, member of the 2018 General Education Program Development Board, said that educational assessment, including the examination method and recognition of high school graduation, is the final step in the entire process of implementing the general education program. It is responsible for implementing the goals of general education, implementing the requirements for students' qualities and abilities.
"For each subject in the 2018 General Education Program, it is necessary to build trust among students and their parents about the value that the knowledge of that subject brings to the student's future life; thereby motivating and attracting students to the subject. To achieve that, we need to innovate the content and teaching methods of each subject. We cannot use administrative measures: compulsory exams to force students to study," Professor Thai shared.
Using the exam method to "force" back teaching and learning or innovating teaching and learning to be confident enough before changing the exam method is always a controversial topic. In any case, the recent high school graduation exam is considered a test of policy innovations that go hand in hand with educational movements at each institution. From there, adjustments can be made so that important exams do not put too much pressure on students.
