After 35 days of urgent, active and highly responsible work, with a spirit of innovation, scientific arrangement and high concentration, the 9th Session of the 15th National Assembly officially closed this morning (June 27).
The meeting completed all the contents of the Program. Notably, the decisions adopted at this meeting will be an important premise for the country to develop strongly in the coming time.
Completely change legislative thinking
The 9th session is considered a historic session with a huge and important workload. The entire National Assembly system and National Assembly deputies are making every effort to implement the Party's major policies and the direction of General Secretary To Lam on removing institutional bottlenecks, turning institutions into competitive advantages, while at the same time realizing the goal of streamlining the apparatus, developing science and technology and digital transformation.
Right at the first opening session, the National Assembly considered and decided to amend and supplement a number of articles of the 2013 Constitution. Amending the Constitution requires a strategic vision, aiming to update the highest legal foundation of the country to suit the new situation, especially creating a constitutional basis for streamlining the apparatus and other major reforms.
Also at this session, the National Assembly considered and approved 34 laws and 34 resolutions, and gave initial opinions on 6 draft laws and other issues under the authority of the National Assembly. This is a record number of draft laws and resolutions submitted to the National Assembly for consideration and approval at a session to date.
The laws passed cover many fields, from economics and finance (such as the Law on Special Consumption Tax, the amended Law on Corporate Income Tax, etc.) to education and labor (Law on Teachers, the amended Law on Employment, etc.), from state administration (Law on Organization of Local Government, Law on Cadres and Civil Servants (amended), etc.) to science and technology (Law on Personal Data Protection, Law on Digital Technology Industry, etc.).
This demonstrates the determination to remove all institutional barriers in all fields, create a clear and transparent legal corridor, and turn policies and laws into development drivers. Many important resolutions were also considered and issued by the National Assembly, including a resolution on merging provincial-level administrative units to streamline the apparatus and specific mechanisms and policies to remove obstacles for socio-economic development in key areas and localities.
In addition, the bills on personal data protection, science, technology and innovation, and the state of emergency, which are being submitted to the National Assembly for comments, will also lay the foundation for further reforms, especially in the areas of digital transformation, data security management, and innovation promotion. These are all new and complex areas, demonstrating the National Assembly's forward-looking vision for the development trends of the country and the world.
Assessing the session, delegate Pham Van Hoa (Dong Thap delegation) said that this was the longest session since the beginning of the 15th National Assembly term, with a "huge" amount of work being considered and commented on. The contents of this session all serve socio-economic development and streamlining the apparatus.
“Although the workload is huge, with the determination of the National Assembly Standing Committee and National Assembly deputies, the contents of the proposed Program have been thoroughly implemented,” said delegate Pham Van Hoa.
Similarly, delegate Hoang Van Cuong (Hanoi delegation) also assessed that the 9th session is considered historic because not only is the volume of legislative work very large, but more importantly, it completely changes the thinking about legislation, changes the systemic institutions, and is the session that implements the goal of "untying the institutional knot" - one of the current "knots of knots".
Delegates expect that, when this session is completed with such good results, institutional bottlenecks will be removed, creating a premise for socio-economic development not only in 2025 but also a premise for breakthrough development in the years to come.

Meanwhile, delegate Ta Van Ha (Bac Lieu delegation) assessed that this is a historic session, in a historical period, when the country is preparing to enter a new era, the era of national development. Therefore, at this session, the National Assembly focuses on the contents of arrangement, innovation, and streamlining the apparatus, especially including amending the Constitution and priority laws related to the arrangement of the apparatus.
Along with that, many other issues are also raised, because this is the final stage, the last year of the term to complete the tasks, goals and targets set for the 2021-2025 term, and at the same time prepare for a new term, the highlight of which is the very clear transformation.
“It can be affirmed that this National Assembly is working with the fastest, most drastic spirit, with the highest determination, so the issues raised are not only solutions to overcome shortcomings, remove difficulties to successfully complete the targets of 2025 and the whole term, but at the same time also prepare content for the new term, so there are issues that must be addressed immediately, specifically the National Assembly must regularly add to the content of the programs to remove difficulties and obstacles,” said delegate Ta Van Ha.
Ready with an open vision
The special point of the 9th session is that the issues discussed all have direct, broad, multi-layered impacts on people's lives, from the fields of economics, finance, labor, social security, to infrastructure development, especially the field of transportation.
Delegate Nguyen Thi Nga (Hai Duong delegation) commented that the policies approved at this session are all breakthrough policies, creating new momentum for socio-economic development in the coming period.
For example, in the economic sector, many new regulations have been issued to remove difficulties, create more favorable conditions for production and business, attract domestic and foreign investment, promote digital transformation, develop green economy, and circular economy. The National Assembly also passed many policies to stimulate growth, such as adjusting preferential mechanisms on tax, land, credit, etc. to help the business community, especially private enterprises and small enterprises, have more favorable conditions to develop and contribute to the overall development of the country.
In the field of transportation, many laws and resolutions have been passed, which are expected to contribute to comprehensive infrastructure reform, prioritizing the development of expressways, seaports, airports, high-speed railways, etc. to create an inter-regional and inter-provincial connection system, improving logistics efficiency, thereby promoting regional economic development, making the most of the potential and strengths of each locality. New regulations on the use of public investment capital, public-private partnerships (PPP), and public asset management are expected to help speed up project implementation, limit delays and capital overruns.
In the field of social security, many hot issues were discussed, many new policies were issued, such as regulations on labor and employment, social insurance, social assistance, care for the elderly, care for vulnerable groups in society, tuition exemption for high school students, universal preschool education for children aged -5... Those policies all aim at the highest goal: ensuring that all people enjoy the fruits of development, no one is left behind. When effectively implemented, it will be a solid foundation to maintain social stability, promoting people's trust in the Party and the State.
“With the largest workload ever, the pressure on National Assembly deputies and National Assembly agencies is not small. However, the deputies, National Assembly agencies and the National Assembly have made the greatest efforts to complete all work contents well,” said delegate Nguyen Thi Nga.

Delegate Nguyen Thi Suu (Hue City delegation) highly appreciated the flexibility, decisiveness, and support and synchronization of the Party, the National Assembly, and the Government. According to her, all draft laws and resolutions, especially draft laws, must be submitted by Government agencies, or resolutions related to specific mechanisms, adjustments to the implementation of a session, etc., are from National Assembly agencies, but there has never been such flexibility. Even draft laws and resolutions following the simplified procedures are implemented very quickly.
“Although the work pressure is high and the time is very short, in order to solve urgent problems, many contents are not yet included in the Program such as the Railway Law, but the delegates are all ready with an open vision, creating conditions for the country's development progress, specifically in the issues of socio-economy, culture, national security and defense and foreign affairs... which are the trend of the times, we have had flexible participation to solve institutional problems,” Ms. Nguyen Thi Suu expressed.
Another important highlight is the highly responsible working spirit of the National Assembly deputies, along with the quality of their speeches (in group discussions or in the hall), including their interactions with the media and the public, which are also very professional and responsible. Those speeches are all linked to the practical life of the candidates, performing the role of elected officials but at the same time "catching the common breath of the whole country" in placing Vietnam in a strong, comprehensive international relationship, especially in a multipolar, multifaceted world that we cannot be subjective about.
“That lack of subjectivity is clearly demonstrated in the recognition, assessment and advice of State agencies, the Government and the decisions of the National Assembly so that the Party's major policies and guidelines, including the "four pillar resolutions", have been largely institutionalized and legalized, which is what we expect,” delegate Nguyen Thi Suu emphasized.
It can be affirmed that the decisions at this Session have demonstrated the determination of the Party and State in reforming the administrative apparatus. Thereby affirming the trust of the people and the entire political system in the leadership of the Party.
Furthermore, the decisions adopted at this session have many new issues, are correct and accurate, concise, easy to understand, in line with the spirit of innovation in thinking in law-making; affirming timely, necessarily objective, correct, far-sighted decisions, having caught the right pulse to urgently overcome the shortcomings, obstacles, and bottlenecks that slow down the country's development.
At the closing session on the morning of June 27, National Assembly Chairman Tran Thanh Man emphasized that the 9th session is an important milestone in the constitutional and legislative history of the 15th National Assembly. The decisions and laws passed at this session are revolutionary, initiating fundamental institutional reforms, and orienting tasks for the country's new development stage.
“The road ahead is full of difficulties and challenges. The National Assembly will continue to comprehensively innovate, improve its legislative capacity, supervise and decide on important issues of the country. Under the leadership of the Party, the National Assembly will continue to accompany the Government, the Fatherland Front, judicial agencies and the entire political system to effectively implement the Constitution, laws and resolutions that have been issued,” National Assembly Chairman Tran Thanh Man further emphasized./.
