This is an important step to streamline the apparatus, improve operational efficiency, focus on the grassroots, and stay close to the people.
Implementing Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee on "not organizing the district level, merging the commune level and building a 2-level local government model; arranging socio- political organizations and mass organizations assigned by the Party and the State into the Vietnam Fatherland Front", Krong Pa district has merged commune-level administrative units from 14 communes and towns to 4 communes. Accordingly, the apparatus of the Front and mass organizations have also been reorganized in the direction of streamlining focal points, reducing intermediate levels, and concentrating resources on the grassroots level.
Also according to the reorganization plan, each commune after the merger will have a Vietnam Fatherland Front Committee with 1 Chairman and 4 Vice Chairmen, concurrently taking on the leadership role of organizations such as the Women's Union, Farmers' Association, Youth Union, and Veterans' Association. Mass organizations will also be reorganized to avoid overlapping functions and missing out on target groups.
Mr. Trinh Thanh Khiet - Vice Chairman of the Vietnam Fatherland Front Committee of Krong Pa district - said: "We determined that streamlining the apparatus is not simply a mechanical reduction, but a reasonable, synchronous reorganization, suitable to local realities. The arrangement of cadres will ensure the factors of capacity, quality and understanding of the area, ethnicity and religion to do a good job of mobilizing the masses".
Currently, the whole district has nearly 50,000 members and union members participating in mass organizations and associations. Among them, many models are being promoted effectively and are being responded to by the people such as: "All people unite to build new rural areas, civilized urban areas", "Changing the thinking and working methods of ethnic minorities to escape poverty sustainably", "Farmers' Club with the law", "Model villages and hamlets", "5 no, 3 clean families", "Youth clean water ATM", "Veterans help each other reduce poverty", "Community trusted address"... The project to arrange mass organizations in Krong Pa also aims to maintain and promote these effective models, avoiding disruption in people's lives.
During the reorganization process, Krong Pa district has reviewed the wishes and assessed the capacity of grassroots cadres to make appropriate arrangements. Those who are not qualified to continue working will be resolved according to regulations. As of mid-June 2025, dozens of grassroots cadres have resigned according to their wishes, creating conditions for a team of young, dynamic cadres to take over.
Along with the reorganization of the Front and commune-level organizations, Krong Pa district also improved the system of Front Working Committees in villages and hamlets. Each village, hamlet, and residential area will have from 9 to 11 core members who are knowledgeable about the area and have prestige in the community to effectively carry out the tasks of mobilizing, supervising, and providing social criticism right from the grassroots level. "We are implementing the spirit of the resolution, for the benefit of the people and building an effective political system that is closer to the people," Mr. Trinh Thanh Khiet affirmed.
Speaking to reporters, Mr. Kpa Ngun - Standing Deputy Secretary of the Krong Pa District Party Committee - said: "The rearrangement of the model, organization of the Front and socio-political organizations, mass organizations assigned by the Party and the State in the district aims to improve operational efficiency and streamline the apparatus. The merger of organizations and cadres is necessary, but more importantly, it is necessary to innovate the method of operation. We require the Front and organizations to focus on residential areas, working at least 1 day a week in villages and hamlets to grasp the thoughts and aspirations of the people. This is a step forward so that the apparatus is no longer just "enough people, enough seats" but truly effective and efficient".
With methodical, scientific steps and high consensus from the grassroots, Krong Pa is gradually realizing the goal of building a streamlined, dynamic Front and mass organization that is close to the people and serves the people better, in line with the spirit of renewing the political system under the direction of the Central Government.
