
Urgent support for people
In Nam Tra My district, in 2025, there are 1,376 temporary houses in need of support for new construction and repair. As of June 11, Nam Tra My has completed support for 1,361 houses (1,042 newly built houses, 319 repaired houses), currently building 226 houses, and 15 new houses still need to start construction.
Mr. Tran Van Man - Vice Chairman of Nam Tra My District People's Committee said that among these temporary houses, there are 8 houses for meritorious people who are supported. Currently, 6 houses are under construction, 2 houses have been supported by Project 5 of the National Target Program on Sustainable Poverty Reduction and Population Arrangement. Therefore, before July 27, all 6 houses for meritorious people under construction will be completed according to the set schedule.
“Because the households receiving support for housing improvement are all in difficult situations such as having no workers, no counterpart funds... the district is supporting people in many ways. In addition to utilizing materials, the locality is actively mobilizing militia forces, youth volunteers, union members, and association members to support and help poor and near-poor households build new or repair houses.
The forces organize the construction and repair of houses for the elderly and single people who are unable to build or repair houses themselves. The district ensures the progress of implementation is completed before August 30, 2025. When transferring to the new commune after stopping at the district level, this progress will still be closely followed," said Mr. Man.
In Nam Giang district, the total number of temporary houses in need of support for new construction and repair is 1,560 households, with a total cost of more than VND92.4 billion. To date, the district has allocated support funds to 1,544 households with an amount of VND91.5 billion.
The entire district has supported loans to eliminate temporary houses according to Resolution No. 07 of the Provincial People's Council with a total budget of 6 billion VND for 150 households in need. Most of the houses are under construction, only a few households have not started construction yet, the communes are closely following and mobilizing people to start construction soon, trying to start all construction in June 2025.
Recognizing the difficulties in the temporary removal work, Mr. Nguyen Dang Chuong - Vice Chairman of Nam Giang District People's Committee shared: "Households receiving housing support are poor and near-poor households with especially difficult circumstances, especially the remaining households of the 2025 Plan, most of whom are old and weak, lack labor capacity... so there is no source of funding to respond.
Transportation in the mountainous area of Nam Giang is very difficult when National Highway 14D is seriously degraded and the price of raw materials is high. The local workforce is not enough to meet the demand, because the number of houses built is high while the supply of workers is low, affecting the progress of construction and repair. The locality is actively mobilizing resources to support people in removing temporary houses, especially workers from youth forces, militia... in the communes.
Urgent task
For Tay Giang district, up to now, all 483 houses supported for new construction and repair have started construction. The district is mobilizing all resources and workers to support the repair and construction of 42 houses for meritorious people to be completed before July 27 according to the general requirements of the Provincial People's Committee.
Mr. Mac Nhu Phuong - Acting Chairman of Tay Giang District People's Committee said that the district requires each commune to follow the progress and support the people in a timely manner. Each commune has its own address, so even if the district-level activities are stopped, everything will continue smoothly when the task is handed over to the new commune, making efforts to complete it before the rainy season to ensure the people's lives.
Recently, the Provincial People's Committee has continuously held meetings with mountainous districts to urge the progress of the temporary housing demolition. According to Vice Chairman of the Provincial People's Committee Tran Anh Tuan, the completion of temporary housing demolition for people with meritorious services is set before July 27, and other housing groups for poor and near-poor households are to be completed before September 30.
Through monitoring by the Provincial People's Committee, mountainous districts with a large number of temporary houses are urgently implementing them. Up to now, most of them have started construction, especially houses for meritorious people that can be completed before July 27, which is a good sign.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested that districts mobilize resources, support human resources, and encourage families to start building their houses early to complete them before September 30.
At the same time, districts with many houses to be repaired or newly built under two national target programs, including Project 5 on sustainable poverty reduction and Project 1 on socio -economic development in ethnic minority areas, need to finalize the specific number. Complete procedural records must be prepared for each project to be transferred to the new commune for implementation, ensuring that there is no interruption that affects the progress of eliminating temporary and dilapidated houses in the whole province.
