According to the Institute of Natural Resources and Environment Economics of Ho Chi Minh City, Decision 79/2024 regulates the land price list in the city. Adjusting according to this land price list has helped the city's departments and branches solve many tasks, including compensation, resettlement, land rental calculation, tax payment, etc. However, in the issued land price list, there is a part of agricultural land with a fixed price that is too low, leading to difficulties in budget revenue because people have withdrawn their land use right transfer tax records in the past.
To ensure objectivity in the spirit of the 2024 Land Law and the land price list effective from January 1, 2026, the Ho Chi Minh City Institute of Natural Resources and Environment Economics recommends that the Chairman of the Ho Chi Minh City People's Committee review and re-evaluate the price of agricultural land that is too low, unscientific, and does not ensure market principles according to Decree 71/2024/NQ-CP dated June 27, 2024 of the Government. Therefore, it needs to be adjusted and applied in the last 6 months of 2025 to solve people's difficulties and increase budget revenue before the new land price list takes effect from January 1, 2026 for the entire new Ho Chi Minh City after the merger. The local adjustment of agricultural land prices in the land price list according to Decision 79/2024 under the authority of the Chairman of the Ho Chi Minh City People's Committee is not contrary to the land law and is in accordance with the provisions of relevant laws.
Therefore, the Institute of Natural Resources and Environment Economics proposes to adjust agricultural land prices in Decision 79 to 65-70% of the land prices in the residential land price list. The scope of adjustment is agricultural land plots located in residential planning areas that need to be converted to residential land. Thus, when paying tax for converting the purpose to residential land, people must pay an increase of 250 to 300% compared to before the land price list took effect. Only then will the benefits be harmonized between the State and the people, and at the same time solve the above difficulties, especially the real estate market, which is the source of unblocking the unused cash flow in the national banking system.
