Information at the meeting showed that emulation and reward work continues to receive attention and direction from ministries, departments, branches and localities, with focus and key points, and is effectively organized and implemented.
The Prime Minister launched the movement "Digital literacy for all", the movement "The whole country competes in innovation and digital transformation", the movement "The whole country joins hands to eliminate temporary and dilapidated houses in 2025", "Promoting the development of synchronous and modern infrastructure, competing in practicing thrift, and fighting waste" into practice, achieving many important and clear results.
Up to now, with the spirit of "a warm home built, much love left behind", the whole country has supported nearly 263,000 temporary and dilapidated houses, reaching 94.7%; 19 projects/component projects of important national works and projects of the transport sector have been put into operation; of which, the completion and operation have increased the total number of expressways in the country from 1,327km to 2,268km, and the T3 terminal of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule...
The work of honoring advanced models and rewarding is carried out promptly (the President and Prime Minister have issued over 960 decisions to reward over 38,000 collectives and individuals with outstanding achievements...).
Regarding the key tasks and solutions for the last 6 months of 2025, the Prime Minister requested to continue promoting patriotic emulation movements, launching peak emulation campaigns, achieving achievements to celebrate major holidays and important political events of the Party, State, country and nation.
The Prime Minister requested to continue researching and perfecting the system of legal documents on emulation and rewards to suit and meet practical requirements in the new situation of implementing two-level local government, ensuring real effectiveness, closely linked with promoting decentralization and delegation of power, along with resource allocation, improving implementation capacity for localities and strengthening inspection and supervision.
The Prime Minister requested to successfully organize the 11th National Patriotic Emulation Congress to welcome the 14th National Congress of the Party with the highest responsibility, determination, greatest effort, and the spirit of serving the people to create new momentum and motivation, contributing to consolidating and promoting the endogenous strength of the entire nation.
Ministries, departments, branches and localities proactively and actively organize the Emulation Congresses at all levels and sectors to ensure the right progress, practicality and efficiency, creating a vibrant and practical emulation atmosphere to achieve achievements to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels, towards the 14th National Congress of the Party. Organize and launch a movement for the whole people to compete to get rich and contribute to national construction in the spirit of inheriting and promoting the emulation movements that have been deployed to effectively implement Resolution No. 68 of the Politburo on private economic development.
The Prime Minister directed to summarize the implementation of the emulation movement nationwide to join hands to eliminate temporary and dilapidated houses in 2025, to be completed before August 31, 2025; summarize the implementation of the peak emulation period "500 days and nights of emulation to complete 3,000km of expressway", to be completed before December 19, 2025.
The Prime Minister directed that there be an emulation movement to encourage the creation of valuable literary and artistic works about advanced examples, "witnesses" of revolutionary history... contributing to the implementation of the national target program on cultural development, development of cultural industry, entertainment industry...
The Prime Minister emphasized that the patriotic emulation movement and emulation and reward work are always closely linked and interact with each other. They are one of the endogenous strengths of the nation and the country, and are the tasks of the entire political system and the entire people under the leadership of the Party.
