Speaking at the meeting,President Luong Cuong said that the meeting with voters of Hoc Mon and Cu Chi districts had a very special meaning, because it took place in the final days of the district-level government model, preparing to switch to a two-level local government model.
From July 1, Ho Chi Minh City and the whole country officially operate a two-level government model. After the arrangement, the new Ho Chi Minh City with 168 wards, communes, and special zones will become a megacity with a very large area and large population. The President emphasized that the responsibility placed on the shoulders of the Party Committee, government, and people of Ho Chi Minh City will be very great with the expectation that the city will continue to be the growth engine of the whole country.
"The arrangement of administrative units and the organization of two-level local governments is a major policy of the Central Government to build a streamlined, strong, efficient, effective, and efficient apparatus that is closer to the people. This will also pose many difficulties and challenges, requiring the joint efforts and solidarity of the entire political system, Party committees and authorities at all levels, and the support and consensus of the people," said President Luong Cuong.
The President requested Ho Chi Minh City to concentrate all resources so that the two-level local government can officially operate from July 1, ensuring smooth operation from the city to the commune level without interruption. Because streamlining the apparatus is the first step, the core is that the new government must operate better, more effectively, truly be a grassroots government close to the people, close to the people, not affecting the normal activities of society, providing the best support for people and businesses.
According to the President, the new model sets very high requirements, a huge amount of work, requiring the organization and arrangement of cadres to be carried out strictly and objectively, especially the correct assessment and selection of the right people; clearly decentralizing rights and responsibilities. The President commented that Ho Chi Minh City is carrying out this work very closely.
In addition, the President requested the leaders of Ho Chi Minh City and the new commune level to thoroughly grasp and strictly implement the resolutions and decisions of the Central Committee and the Politburo, effectively and creatively applying them from practice. At the same time, maintain solidarity within the entire Party, the entire political system and the entire people. Continue to promote socio-economic development, maintain national defense and security; implement social security well, care for the material and spiritual life of the people. Along with that, strive to fulfill the highest goals of the resolutions of the Party Congresses at all levels for the 2020-2025 term and successfully organize the Party Congresses at all levels for the 2025-2030 term...

Regarding the socio-economic situation in the first 6 months of 2025 of Ho Chi Minh City, Deputy Nguyen Thi Le said that despite many difficulties and challenges, the city still achieved positive highlights. The growth rate of gross regional domestic product (GRDP) increased by over 8%; the IIP industrial production index is estimated to increase by 8.4%, commercial activities in the city have expanded in scale, continuing to contribute positively to the city's economic growth. The work of ensuring social security and caring for people's lives has been given attention. Health care, medical care, and education have been focused on implementation. Activities to build a digital economy and digital society continue to be consolidated and strengthened. The work of ensuring social order and safety has been strictly implemented, reducing damage caused by fires, explosions, and traffic accidents.
According to Deputy Nguyen Thi Le, the country is entering a moment of special significance, from July 1, officially implementing Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units. In particular, the formation of a new Ho Chi Minh City on the basis of the arrangement of 3 provinces and cities marks an important turning point. Also from this point on, the 2-level local government model officially operates nationwide.
