Mr. Dang Huu Phuc, Director of the Department of Industry and Trade, informed that after the Prime Minister 's Official Dispatch No. 65/CD-TTg dated May 25, 2025 on launching a peak period to combat and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights (IP), the Department has coordinated with relevant departments and agencies to advise the People's Committee of Hue City to issue Decision No. 1436/QD-UBND dated May 20, 2025 on the establishment of a Working Group to direct, supervise, and urge the launching of a peak period to combat and repel smuggling, trade fraud, counterfeit goods, and infringement of IP rights in the area (Working Group).

This Task Force has issued a plan to establish interdisciplinary teams to conduct surprise inspections of assigned tasks. The interdisciplinary teams also focus on inspecting and controlling the market and strictly handling administrative violations of essential consumer goods, food; business activities in the online environment, such as e-commerce platforms, websites, social networks Facebook, TikTok, etc.

During the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights in the area in the past 2 weeks, many violations have been discovered and handled, including major cases that have attracted public attention. For example, on June 10, the interdisciplinary team suddenly inspected the TMV. business household at 7/1 Dia Linh, Huong Vinh Ward, Phu Xuan District, and discovered 1 ton of frozen chicken feet of unknown origin. Previously, on June 2, the interdisciplinary team inspected the HTT. business establishment on Huynh Thuc Khang Street, Phu Xuan District, and discovered that it was selling a number of foreign-made cosmetic products without invoices or documents. After that, all documents related to the HTT. business establishment were transferred to the Hue City Market Management Department for handling according to legal regulations...

Mr. Dao Xuan Ty, Deputy Head of the Market Management Department of Hue City, said that in recent days, the unit has proactively grasped the situation, strengthened measures to combat and coordinate with related sectors to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights within its scope of responsibility; at the same time, strengthened propaganda work, raising public awareness of vigilance against the tricks of production and consumption of counterfeit goods, smuggled goods, etc. in the area.

Need transparency, continuity, and consistency

Experience has shown that, up to now, every time there is an inspection of counterfeit goods, goods of unknown origin, etc., many cases of local businesses violating the law on buying and selling goods have been discovered. This situation makes people worried and confused, especially with fake food and medicine, etc.

Not only in Hue City but also nationwide in recent days, there has been a peak campaign to combat the detection of counterfeit goods, fake goods, and goods of unknown origin... to clean up the market, create peace of mind for people, and make the goods market healthy.

An officer at the Hue City Market Management Department shared: Each type of product for sale and purchase has its own characteristics, but when inspected by the authorities, counterfeit goods, goods of unknown origin, etc., all have in common the potential risk of health and safety for consumers. It is not that the authorities are not making efforts, but in reality, there are many gaps and loopholes in controlling the market of goods. For example, there are still many shortcomings in controlling the origin of goods and commercial fraud, such as: sophisticated subjects of operation, overlapping regulations, many management agencies, thin human resources, etc.

To clean up the commodity market, it is necessary to build a transparent and synchronous management mechanism. First of all, it is necessary to make information transparent, such as building a national database of licensed products, qualified businesses, and industrial standards; publicize information so that consumers can quickly look it up. Inspection and control activities must be regular and continuous, not following short-term campaigns and movements, especially with food and medicine... In this activity, it is necessary to apply automatic monitoring technology, cameras at distribution points, yards, and trains to promptly detect violations. In particular, to have a good and synchronous management mechanism, it is necessary to build appropriate regulations, close to reality, easy to control and easy to apply for related parties...
