That was the speech of Prime Minister Pham Minh Chinh at the 2024 Cooperative Economic Forum with the theme "Improving the State's support policies according to Resolution No. 20 dated June 16, 2022 of the Central Committee - Driving force to promote the development of collective economy and cooperatives in the new period" which took place this morning (February 2).

The conference was held live and online to 63 provinces and cities nationwide. Chairman of the Provincial People's Committee Doan Anh Dung, representatives of relevant departments, branches and sectors attended at the Binh Thuan Provincial People's Committee bridge.

The report at the forum said that in 2023, the whole country will have about 31.7 thousand cooperatives, an increase of 2,200 cooperatives compared to 2022. The average revenue is nearly 3.6 billion VND/cooperative/year; the average income of workers is 56 million/person/year. In Binh Thuan, by the end of 2023, the whole province had 219 cooperatives, an increase of 5.3% compared to the same period in 2022, with a total number of cooperative members of nearly 50,000 members. Of which, 197 cooperatives are operating (up to 146 cooperatives operating in the agricultural sector). During the year, 15 new cooperatives were established and 5 cooperatives were dissolved. In the collective economic sector, cooperatives have stable development in terms of quantity, revenue, profit, and income of workers.

At the forum, delegates shared the same view: Developing the collective economy, in which the core is the cooperative, has always been the consistent goal of the Party, State and Government. The collective economy not only helps stabilize and develop production and business but also creates jobs, increases income, supports hunger eradication and poverty reduction, and stabilizes the lives of members. However, reality shows that policies to support the development of the collective economy and cooperatives still have many limitations and have not yet fully promoted the expected effectiveness. Delegates focused on exchanging, discussing and analyzing the development status of the collective economic sector and cooperatives. At the same time, they proposed breakthrough solutions to remove difficulties and obstacles, especially in attracting social resources; strengthening links between members participating in the collective economy, improving the effectiveness of coordination between ministries, branches, localities, between the public and the private sector, etc. so that the collective economic sector and cooperatives can fundamentally and strongly change their production and business methods, meeting the requirements of the new situation.

Appreciating the discussion opinions, Prime Minister Pham Minh Chinh requested the Ministry of Planning and Investment and the Government Office to absorb and complete the report, aiming to meet the objective requirements for innovation of the collective economic model and cooperatives in an effective and sustainable manner. Speaking at the forum, the Prime Minister emphasized: Developing and improving the operational efficiency of the collective economy is an important and regular political task. Therefore, it is necessary to closely follow the Party's guidelines and policies, the State's laws and policies to develop the collective economy; make efforts to "catch up, progress together, and rise up" with other economic sectors...

In addition, it is recommended that the collective economic sector and cooperatives must be proactive, strive to overcome barriers and obstacles, and rise up on their own; strongly shift both thinking and action towards the trend of green economy, circular economy, knowledge economy, and sharing economy; develop both quantity and quality; focus on increasing capital, labor productivity, and production efficiency, etc.
After assigning specific tasks to ministries, branches and localities, Prime Minister Pham Minh Chinh expressed his confidence that the collective economic sector will transform strongly, develop sustainably and complete the goals of Resolution No. 20-NQ/TW.
