That is one of the requirements of the Provincial People's Committee for functional sectors and localities to strengthen management and direction of preschool enrollment, primary school enrollment, secondary school enrollment, and high school enrollment for the 2025-2026 school year.

Accordingly, the Provincial People's Committee has just issued a document requesting departments, branches and sectors based on their assigned functions and tasks to coordinate with the Department of Education and Training to ensure conditions for good implementation of primary school enrollment in the context of preparing to apply the 2-level local government model and implementing the requirements of the Provincial People's Committee in Official Dispatch No. 4159 dated May 19, 2025 on implementing the Prime Minister's telegrams on organizing high school graduation exams, primaryschool enrollment, ensuring the staffing of preschool and general education teachers and summer vacation for children and students in 2025.

The Department of Education and Training, People's Committees of districts, towns and cities urgently implement tasks within their scope and authority of centralized management, instruct educational institutions to organize enrollment in a flexible manner to ensure the right to study of children, students and trainees; create the most favorable conditions for students to study in accordance with the actual situation in the locality, especially the ethnic boarding schools at the junior high school level when the Department of Education and Training ends its operations.

The Provincial People's Committee requested the Department of Education and Training to continue implementing preferential policies and regimes by region for students who are receiving priority according to current zoning decisions until a new zoning decision is issued to replace them.

If necessary, establish a rapid response team to promptly support schools, families and students facing difficulties and problems in enrollment. Coordinate with relevant agencies to effectively carry out inspection and examination of primary enrollment in accordance with regulations.

The People's Committees of districts, towns and cities shall fully prepare conditions to hand over tasks under the state management function of education to the People's Committees at the commune level after the end of the activities of the Department of Education and Training according to the instructions of competent authorities; ensuring that there is no interruption or disruption to local educational activities.
