Vo Minh Chien did not have a driver's license. While driving on National Highway 1A, he caused a traffic accident that resulted in one death.
On the evening of February 9, information from the Ha Tinh Provincial Police said that the Investigation Police Agency of Ky Anh District Police (Ha Tinh Province) had issued a decision to prosecute the case and issued an order to temporarily detain Vo Minh Chien (born in 2000, residing in Ky Thu Commune, Ky Anh District) to investigate the act of violating regulations on road traffic participation.
Vo Minh Chien did not have a driver's license, but around 8:00 p.m. on February 7, he borrowed a car with license plate 38C-124.xx from Mr. VXH to take his friend out and he agreed. After borrowing the car, Chien drove to Nguyen Thi Bich Chau intersection (in Ky Chau commune) to take 2 friends to Ky Tho commune (Ky Anh district) to play.
When reaching Km561+600, on National Highway 1A, passing through Ky Thu commune, Chien's car caused an accident with a motorbike with license plate 38K1-575.xx driven by Ms. BNHT (born in 2005, residing in Ky Van commune, Ky Anh district). As a result, Ms. T. was seriously injured and died in the hospital later.
