Pioneering development, measuring the mettle and intelligence of Yen Bai Party Committee

After 80 years of formation and development, the Yen Bai Provincial Party Committee has led the people of all ethnic groups to overcome many historical ups and downs, from a mountainous province with many difficulties to rise up strongly and confidently to integrate. In that continuous flow of development, the miracles of building new rural areas and breakthroughs in attracting investment are vivid evidence of a leadership team with courage, innovation, and creativity, always putting the happiness of the people as the guiding principle for all actions.

Over the past 80 years, the Yen Bai Provincial Party Committee has always been steadfast in its goal of developing and making people happy. In particular, during the turbulent 2020-2025 term, Yen Bai has shown incredible resilience. The GRDP growth rate in the 2021-2025 period reached an average of 7.54% per year, exceeding the Resolution's target, ranking 5th out of 14 northern midland and mountainous provinces. The economic scale has increased rapidly, with the average GRDP per capita in 2025 estimated at 61.4 million VND, 1.5 times higher than in 2020.

The brilliant achievements that Yen Bai has achieved today are not spontaneous developments, but are built on a solid foundation. It is the determination to successfully implement the three strategic breakthroughs set forth in the Resolution of the 19th Provincial Party Congress. The first breakthrough comes from innovative thinking in institutional reform and improving the investment environment. With the motto of shifting from "management" to "service" government, Yen Bai has created a strong wave of investment. Nearly 250 projects have been attracted with a total registered capital of nearly 31,500 billion VND. A series of large economic groups such as: BIM Group, Flamingo , Erex Japan, Viglacera, BB CIM Holding... have chosen Yen Bai as a strategic "destination".

FDI capital also grew spectacularly with 41 projects, total investment capital of more than 10,400 billion VND, 1.7 times higher than the previous period. At the same time, breakthroughs in socio-economic infrastructure, especially transport infrastructure, have truly changed the face of the province. With total social investment resources estimated at over 100,227 billion VND, 1.6 times higher than the previous period, thousands of projects have been completed. In particular, more than 2,600 km of rural roads have been renovated, exceeding the Resolution's target by 30%, becoming "blood vessels" to unlock potential, connecting regions. From that breakthrough foundation, the rural picture has changed dramatically. The whole province has 51 more communes meeting new rural standards, bringing the total to 122 communes, accounting for 83.5% of the total number of communes in the province.

In particular, with 44 communes meeting advanced NTM standards and 16 communes meeting model NTM standards, far exceeding the Resolution. The province has 05/09 district-level units recognized as meeting standards/completing the task of building NTM, of which Tran Yen district meets advanced NTM district standards. This result helps Yen Bai always maintain its leading position in the Northern mountainous region in building NTM. The rural appearance has changed profoundly, from technical infrastructure to culture, from the mindset of " agricultural production" to "agricultural economy". The average income in rural areas reached 37 million VND/person/year, an increase of 1.6 times compared to 2020.

To date, the whole province has 273 OCOP products certified with 3 to 4 stars, of which 25 products have achieved 4 stars, contributing to creating jobs and increasing sustainable income for people. These achievements are present in every house, every village, and every face of the people. Ms. Giang Thi Dong in Ban Cong commune, Tram Tau district shared: "In the past, my village had dirt roads, when it rained it was muddy, surrounded by poverty. Now there is a concrete road leading to the alley, houses are supported with production capital, life is much better. Thanks to the Party and the State, we, the people in the highlands, have a prosperous life." Economic growth, achievements in the new rural area or strong investment capital, all converge on a philosophy, a goal that the Yen Bai Party Committee always steadfastly pursues: developing in the direction of "green, harmonious, unique, happy". That philosophy has been concretized by a pioneering measure of the whole country, which is the People's Happiness Index. In 2025, this index is estimated to reach 68.54%, an increase of 15.24% compared to 2020, exceeding the target set by the Resolution. Yen Bai has built a set of criteria to evaluate and constantly strive to improve people's satisfaction with life. That is the clearest proof of a government that truly "takes people as the center, subject, driving force, and resource for development", building the human values ​​of Yen Bai "friendly, benevolent, united, creative, and integrated".

With 80 years of dedication and growth, the Yen Bai Provincial Party Committee has demonstrated its comprehensive leadership capacity, turning resolutions into vivid reality. Impressive economic figures are the clearest measure of the mettle, intelligence and spirit of service of a Party Committee for the people. The road ahead is still long, but with a solid foundation and burning aspirations, the Party Committee, government and people of all ethnic groups in Yen Bai province have the right to be proud and confident in the future. The promise to put Yen Bai in the top 5 developing provinces in the Northern Midlands and Mountains by 2030 and to become a "green development model of the region and the whole country by 2050" is becoming a strong driving force, urging each person to join hands and unite, continuing to write new glorious pages of history for the homeland.
