In his opening speech, Minister of Construction Tran Hong Minh emphasized that smart urban development brings many benefits but is also a new and unprecedented field. Ministries, sectors and localities need to frankly identify difficulties and bottlenecks to find solutions to core issues such as: basic orientation, implementation model, actual efficiency, data connectivity and sharing, resources and institutions... Most importantly, the question must be answered: have people really been placed at the center of the smart urban development process?
According to the Ministry of Construction, up to now, 19 localities have deployed planning information software on mobile devices, built spatial databases based on GIS models and shared data warehouses for the whole province. The public announcement of planning and the construction of digital databases based on GIS are being actively implemented by many localities, strongly shifting from traditional announcements using paper documents to digital space, helping to increase transparency, reduce complaints, facilitate people and businesses to look up online, and at the same time support more effective management, construction supervision and licensing.
Some localities such as Ho Chi Minh City, Hue, Bac Ninh have integrated planning, land, and population data on GIS. Vinh Long, Hung Yen, Can Tho, and Ho Chi Minh City have approved projects to build smart urban databases, initially connecting with intelligent operating platforms (IOC) or electronic one-stop systems.
Currently, 29 localities nationwide have completed the construction and establishment of the provincial data integration and sharing platform (LGSP) and connected to the national platform (NGSP). Along with that, many ministries and sectors such as Construction, Public Security, Health, Agriculture - Environment... have been deploying smart applications and data sharing to improve management efficiency.
The Ministry of Construction said that international cooperation in smart urban development has been strongly promoted recently, especially with Korea, Japan and China.
