Muong Chien Commune Farmers' Association was established on the basis of merging the Farmers' Associations of the communes: Chieng Khay, Muong Chien, Ca Nang. After the merger, the Association has over 1,555 members, active in 21 branches. Mr. Lo Van Tuyen, Chairman of the Farmers' Association of Muong Chien Commune, said: After the merger, the Association focused on promoting propaganda and mobilizing farmers to convert crop and livestock structures appropriately. Coordinate with specialized agencies, businesses, and distributors to guide and support farmers in building farm and family farm models; link and cooperate in organic production according to VietGAP standards.
Creating conditions for members to invest in economic development, the Commune Farmers' Association maintains the effective operation of 12 savings and loan groups. Up to now, the savings and loan groups have been entrusted with credit institutions with a total outstanding loan of 31 billion VND, helping members invest and expand production and business scale. The Association manages and effectively uses capital from the Central and Provincial "Farmer Support Fund" to implement 4 projects, mainly raising breeding cows, with a budget of 1.4 billion VND.
Currently, farmers in the commune are focusing on planting more than 2,000 hectares of grain crops; nearly 500 hectares of fruit trees, macadamia, coffee; managing and protecting more than 12,000 hectares of forest, nearly 300 hectares of cinnamon; exploiting nearly 50 hectares of water surface of Son La hydroelectric reservoir to develop cage fish farming; raising 122,240 livestock and poultry. The whole commune has 461 good production and business households, of which 2 are central members, 18 are provincial members and 441 are commune members. The poverty rate of the commune has so far decreased to 6%.
The association mobilized households to establish 6 cooperatives with more than 50 members; in addition to creating jobs for members, the cooperatives also created stable jobs for 20 local workers, with an average income of 4.5 million VND/person/month. Mr. Lo Xuan Ho, Director of Chieng Khay Xanh Cooperative, shared: Currently, the cooperative has 15 hectares of fruit trees of all kinds that have been granted VietGAP certificates. The cooperative links production; seeks to expand markets, signs product consumption contracts with businesses, supermarket chains... The cooperative hopes to receive more attention from all levels and sectors, creating favorable conditions for members to access loans, participate in training courses; promote and introduce the cooperative's products, helping farmers have a source of income and feel secure in developing production.
Promoting advantages and replicating economic models, especially introducing new crops, has been effectively applied by farmers in the villages. A typical example is the economic model of member Tan Van Pat in Phieng Bay village. Thanks to the Commune Farmers' Association's support in accessing preferential loans and training in production techniques, in 2019, Mr. Pat's family gradually converted the corn growing area to growing cinnamon, macadamia, and Taiwanese mango. To date, his family has 4 hectares of Taiwanese mango, macadamia trees; 4 hectares of cinnamon trees and 1 hectare of cardamom under the forest canopy. With this comprehensive economic model, his family earns 300 million VND each year.
In He village, 63/70 members borrowed capital, with a total outstanding debt of more than 2 billion VND. capital, members of the association focus on investing in business, services and livestock farming, for high economic efficiency. Mr. Dieu Van Tan, Head of the He Village Farmers' Association, said: The village has 10 households that are good at production and business at all levels. For example: The livestock farming model of member Dieu Chinh Hung; livestock farming, cage fish farming of member Dieu Chinh Lam... earns hundreds of millions of VND/year. Up to now, the village has no poor or near-poor households.
Sharing about the integrated model of raising cattle in barns and growing crops, Mr. Dieu Chinh Hung, a farmer in He village, said: In 2016, through the Farmers' Association, I was able to borrow 40 million VND from the Social Policy Bank. With that amount of money, I bought breeding cows, planted 2,000 m2 of elephant grass as feed for the livestock, and planted fruit trees. Up to now, the family has 6 cows; planted 1.2 ha of fruit trees, mainly longan; intensively cultivated 6,000 m2 of semi-flooded rice fields... Each year, the income is nearly 200 million VND. The economy is stable, the family has the conditions to send their children to school properly.
By choosing an economic method that suits their potential and strengths, Muong Chien farmers not only bring a full life to their families but also contribute to changing the rural appearance of the commune. Accompanying its members, the Commune Farmers' Association continues to mobilize farmers to unite to establish cooperatives, cooperatives, and produce according to the value chain; develop concentrated livestock farming, ensure disease safety, and contribute to diversifying income sources.
