Attending the Congress were comrade Pham Thi To Hai - Member of the Provincial Party Standing Committee, Director of the Department of Home Affairs; leaders of the Provincial Party Committee's Inspection Committee, the Provincial Vietnam Fatherland Front Committee, and the Provincial Party Committee's Propaganda and Mass Mobilization Committee.
Also attending were former leaders of Hoai Nhon Town (old) through the periods; Vietnamese Heroic Mother Vo Thi Kiem, People's Armed Forces Hero Vo Thi Huy; Standing Party Committees of wards: Hoai Nhon Nam, Bong Son, Hoai Nhon Dong, Tam Quan, Hoai Nhon Bac, Hoai Nhon Tay; Defense Command of Area 1 - Hoai Nhon Nam, Tam Quan Nam Border Guard Station.
Especially, there were 200 official delegates present, representing the will and aspirations of 1,570 party members in 45 branches, party committees under the Party Committee and people in the commune.
Speaking at the opening of the Congress, Secretary of the Hoai Nhon Ward Party Committee Pham Tien Dung said: The 1st Congress of the Hoai Nhon Ward Party Committee was held at a particularly important time - a moment marking a strong turning point in the development process of the homeland and the country.
Specifically, the entire Party, people and army are resolutely implementing the Resolution of the 13th National Party Congress, towards the 14th National Party Congress, in the context that the country has achieved many outstanding achievements in all fields, contributing to firmly consolidating the achievements after 40 years of renovation, 35 years of implementing the 1991 Platform, 15 years of implementing the 2011 supplementary Platform and 5 years of implementing the Socio -Economic Development Strategy for the period 2021 - 2030.
With the motto: "Solidarity - Democracy - Discipline - Breakthrough - Development", the Congress honestly, objectively and comprehensively assessed the situation and results of implementing the Congress resolution for the 2020 - 2025 term; at the same time, set out goals, directions, tasks and solutions for the 2025 - 2030 term in accordance with the practical situation, new context and local development requirements.
The political report presented to the Congress by the Standing Deputy Secretary of the Hoai Nhon Ward Party Committee, Trinh Pham Thuy Hang, showed that Hoai Nhon Ward was established on the basis of merging the original status of 3 wards: Hoai Thanh Tay, Hoai Thanh, Tam Quan Nam. In the 2020 - 2025 term, the Party Committees of the 3 wards focused on leading, directing the implementation and basically completing the targets set out in the Resolution of the Party Congress. The work of Party building and rectification was promoted; the political system was arranged and streamlined; operations were efficient, effective and efficient; the people's mastery was respected and continued to be promoted; the people's trust in the leadership of Party committees and authorities at all levels was consolidated and enhanced; the great national unity bloc was firmly built.
The economy of the 3 wards has grown quite well, the economic structure has shifted in a positive direction, the socio-economic infrastructure continues to be invested in, built and upgraded, better meeting development requirements.
Cultural and social activities have many positive changes; people's material and spiritual life has been improved; national defense and security have been maintained, social order and safety have been ensured.
The Congress set out the direction for the 2025 - 2030 term: Building a clean, strong and comprehensive Party and political system; promoting heroic qualities and the tradition of national solidarity; promoting the development of science and technology, proactively transforming digitally, transforming greenly, and developing the private economy; mobilizing and effectively using all resources, building Hoai Nhon ward to develop rapidly and sustainably.
The important goal is to strive to achieve an average annual growth rate of 10% in total product value; average income per capita by 2030 reaching nearly 111 million VND; reducing the poverty rate according to multidimensional poverty standards...
To achieve the above goal, Hoai Nhon Ward Party Committee identified 6 key task groups, 4 breakthroughs to create development momentum and 4 key solution groups, in the term 2025 - 2030.
The Congress also discussed and contributed opinions to the draft documents of the 14th National Party Congress and the draft documents submitted to the 1st Gia Lai Provincial Party Congress, term 2025 - 2030.
