The project of the road connecting National Highway 1A with National Highway 45 from Hoang Xuan commune (Hoang Hoa) to Thieu Quang commune (Thieu Hoa) has a total length of 14.6km with a total investment of 1,417 billion VND. The Provincial People's Committee started construction in January 2023. With the determination of the Project Management Board and construction units, after more than 2 years of implementation, the project has been technically opened to traffic, put into use to serve the travel needs of people and create new development space for localities in the project area.
The project is divided into 3 sub-projects, including: Hoang Hoa District People's Committee as the investor to construct 5.25km of road from Hoang Xuan Commune to National Highway 1 in Hoang Kim Commune; Thieu Hoa District People's Committee as the investor to construct 7.3km of road and bridge; Thanh Hoa Traffic Construction Investment Project Management Board as the investor to construct Xuan Quang Bridge and 962m of approach road at both ends of the bridge.

The project has a scale of a level III plain road, starting at Km0 intersecting with National Highway 1 at Km 311+890 in Hoang Xuan commune (Hoang Hoa) to the end at Km14+603 intersecting with National Highway 45 at Km56+234 in Thieu Long commune (Thieu Hoa).
The road marking system is completed, facilitating traffic and change of direction.
The completion of Xuan Quang Bridge creates favorable conditions for people on both banks of the Ma River to travel, trade, and develop the economy and society.
Xuan Quang Bridge has a length of 1,042m including 25 spans (3 spans constructed using balanced cantilever technology, 19 Super-T girder spans on the riverbank and 3 slab girder spans over the dike).

The project is connected to the North-South expressway in the East through Thieu Giang intersection, with a connecting branch and a 310m long overpass at Km8+500.
Trees are planted along both sides of the road.
The route sign system connects with the North-South Expressway and National Highway 47 for easy visibility by road users.
By the afternoon of February 6, the construction unit was focusing on human resources and vehicles to complete the remaining items, and officially open to technical traffic on February 9, 2025.
