Conclusion of the Politburo and Secretariat on focusing on completing the task of reorganizing the apparatus and administrative units

The Conclusion is as follows:

At the meeting on June 20, 2025, after listening to the Report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units from June 13 to June 19, 2025 (Report No. 410-BC/BTCTW, dated June 19, 2025) and the Progress Monitoring Report of the Central Inspection Committee , the Politburo and the Secretariat concluded as follows:

General Secretary To Lam held many important meetings on organizational restructuring.

1. Basically agree with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units (from June 13 to June 19, 2025) submitted by the Central Organizing Committee and the Report on the progress assessment of the Central Inspection Committee. The Politburo and the Secretariat acknowledge and highly appreciate the Party Committees: the Government, the National Assembly, the Fatherland Front, the Central organizations; the Central Organizing Committee; the Central Inspection Committee, the Central Propaganda and Education Committee; the Central functional agencies; the provincial and municipal Party Committees directly under the Central Committee for being active, urgent and making efforts in implementing the 2-level local government model according to requirements, progress and ensuring quality and efficiency.

2. Comrades of the Politburo, the Secretariat, and leaders of central and local agencies and organizations (assigned) continue to focus on leadership, direction, and strengthen supervision, inspection, and guidance on the implementation of the policy of reorganizing the apparatus and administrative units (especially at the commune, ward, and special zone levels). Maintain the effective operation of standing teams, ensure timely support, resolve, and remove difficulties and obstacles as quickly as possible. The Central Inspection Commission continues to monitor and grasp the progress of inspection and supervision to serve the leadership and direction of the Politburo and the Secretariat.

3. Assign the Government Party Committee, the National Assembly Party Committee, the Fatherland Front Party Committee, the Central mass organizations, the Central Military Commission, and the Central Public Security Party Committee to continue to resolutely direct the implementation of projects on organizational arrangement in each field, ensuring quality and progress according to requirements.

4. Assign the Government Party Committee to lead and direct: (1) Continue to monitor and urge the implementation of newly issued decrees; promptly provide additional guidance and adjustments to newly arising issues, ensuring effective and smooth organization of activities. (2) Ministries and branches urgently complete and immediately issue documents and circulars guiding the implementation of newly issued decrees; continue to urgently review current guiding documents and circulars to supplement, adjust and replace them appropriately according to the progress and requirements stated in Conclusion No. 167-KL/TW, dated June 13, 2025 of the Politburo and the Secretariat; assign the Ministry of Home Affairs to preside over and coordinate with agencies to systematize regulations, instructions and procedures at the commune level to develop a "commune-level work handbook" (both electronic and paper versions) to complete and send to localities before July 1, 2025. (3) Closely monitor and inspect the implementation of the establishment of provincial-level specialized agencies in accordance with the Central Government's policies, and only establish specialized departments when ensuring that all criteria and conditions are fully met as prescribed. (4) Carefully inspect and review the processes and procedures between ministries, functional branches, and localities in receiving and proposing to resolve the payment of regimes and policies for cadres, civil servants, public employees, and workers in central and local agencies who have left their jobs due to reorganization, ensuring that procedures are simplified and implemented immediately, and payment is completed before June 30, 2025. (5) Strictly implement the policies, conclusions, and directions of the Central Government, the Politburo, and the Secretariat on maintaining the number of organizations, the number of deputies, and the number of cadres, civil servants, and public employees after the reorganization, ensuring that within 5 years, the arrangement is basically in accordance with regulations. (6) Direct the Ministry of Home Affairs to urgently issue documents guiding the roadmap for extending and arranging and using non-professional workers at the commune level in accordance with Conclusion No. 163-KL/TW dated June 6, 2025 of the Politburo and the Secretariat, ensuring completion before June 25, 2025. (7) Continue to lead and direct the urgent completion and operation of the organization and apparatus of the system of civil inspection and enforcement agencies in accordance with the conclusions of the Politburo and the Secretariat. (8) Urgently issue decisions appointing the Chairmen and Vice Chairmen of the People's Committees of 23 (new) provinces and cities after the Politburo and the Secretariat approve the policy.

5. Assign the Party Committee of the National Assembly to lead and direct: (1) Pass laws and resolutions at the 9th Session of the 15th National Assembly according to plan, especially documents related to the organization and arrangement of the apparatus and administrative units. (2) Direct the Standing Committee of the National Assembly to promptly issue a Resolution appointing the Chairman, Vice Chairman of the People's Council, Heads of the People's Council Committees, Heads and Deputy Heads of the National Assembly delegations of 23 (new) provinces and cities after the Politburo and the Secretariat approve the policy; direct and guide the organization and operation of People's Councils at all levels to ensure smooth operation.

6. Request provincial and municipal Party Committees to: (1) Highly concentrate, proactively lead and direct the completion of procedures according to regulations, establish organizations, arrange personnel, arrange headquarters, and material facilities so that all organizations, agencies, and units at provincial and communal levels nationwide can operate synchronously from July 1, 2025 in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 167-KL/TW, dated June 13, 2025. (2) Direct district-level Party Committees to issue decisions to end the activities of old commune-level Party Committees; the Standing Committees of provincial and municipal Party Committees to issue decisions to end the activities of district-level Party Committees, and at the same time issue decisions to establish new commune-level Party Committees.

Provincial and municipal Party Committees urgently deploy trial operations of Party and State agencies, the Fatherland Front and commune-level mass organizations, organize experience sharing, promptly make reasonable adjustments, perfect the organizational apparatus and working conditions, and ensure smooth operation when officially put into operation. Strictly implement the directions of the Politburo and the Secretariat in arranging and assigning cadres; resolutely prevent and combat negativity and local interests, and strictly handle violations. Focus on doing a good job of handing over assets, finance, management, and handing over documents and files... in accordance with regulations; strengthen management of construction order, ensure political security and social order and safety. Organize the ceremony to announce the resolutions and decisions of the Central and local governments on merging administrative units, establishing party organizations, appointing Party committees, People's Councils, People's Committees, Fatherland Fronts of provinces, cities, communes, wards, and special zones synchronously on June 30, 2025 (not organizing at the commune level first, then at the provincial level), ensuring solemnity, practicality, thrift, avoiding waste and being suitable to the practical conditions of the locality.

7. Requesting Party committees, Party organizations, agencies and units to urgently grasp and effectively implement Plan No. 02-KH/BCĐ on promoting interconnected, synchronous, fast and effective digital transformation, meeting the requirements of restructuring the political system's apparatus, ensuring conditions for local governments at two levels to operate effectively, providing public services to people and businesses smoothly and without interruption. Agencies and units in their respective fields of work urgently review and guide the implementation of the information and reporting regime from the Central to the provincial and communal levels and apply technology to improve implementation efficiency.

8. Assign the Central Party Office to: (1) Coordinate with the Central Organizing Committee and the Central Inspection Committee to submit to the Standing Secretariat for signing decisions appointing personnel for the executive committee, standing committee, secretary, deputy secretary, and inspection committee of 23 provinces and cities (new). (2) Guide Party committees and Party organizations to synchronously organize nationwide the ceremony to announce resolutions and decisions of the Central and localities on merging administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30, 2025 to officially operate from July 1, 2025.

9. Agencies, units and localities strengthen information work; focus on doing well political and ideological work. Assign the Central Propaganda and Mass Mobilization Commission to focus on directing the good implementation of the results of the implementation of the resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat on the reorganization of the apparatus and administrative units; in which, commend typical examples with outstanding achievements, seriously and effectively implementing the Party's guidelines and the State's policies.

10. The Central Organizing Committee continues to perform well its role as the Standing Body of the Central Steering Committee on summarizing Resolution No. 18, closely monitoring the implementation situation, coordinating with the Central Inspection Committee to promptly report to the Politburo, the Secretariat, and the Standing Secretariat on emerging issues for direction. Prepare the content of the report summarizing the implementation of Resolution No. 18 from November 2024 to July 2025 to submit to the 12th Central Conference. Develop a plan to summarize the implementation of Resolution No. 18, focusing on evaluating the leadership and direction of the implementation, lessons learned, and proposing to commend and reward collectives and individuals with outstanding achievements.
