Politburo member and Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 169-KL/TW of the Politburo and the Secretariat on focusing on completing the task of reorganizing the apparatus and administrative units.

Conclusion No. 169-KL/TW stated that at the meeting on June 20, after listening to the report of the Central Organizing Committee on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units from June 13 to June 19 and the progress monitoring report of the Central Inspection Committee , the Politburo and the Secretariat basically agreed with the reports submitted by the Central Organizing Committee and the Central Inspection Committee.

The Politburo and the Secretariat acknowledged and highly appreciated the Party Committees : Government; National Assembly ; Vietnam Fatherland Front, Central organizations; Central Organizing Committee; Central Inspection Committee; Central Propaganda and Mass Mobilization Committee; Central functional agencies... for being active, urgent, and making efforts in implementing the 2-level local government model according to requirements, progress, and ensuring quality and efficiency.

Comrades , members of the Politburo, Secretariat, leaders of agencies and organizations at the central and local levels (assigned) continue to focus highly on leadership and direction, strengthen urging, inspection, and guidance on the implementation of the policy of reorganizing the apparatus and administrative units (especially at the commune, ward, and special zone levels); maintain the effective operation of standing teams, ensure timely support, resolve, and remove difficulties and obstacles as quickly as possible.

The Central Inspection Commission continues to monitor and grasp the progress of inspection and supervision to serve the leadership and direction of the Politburo and Secretariat.

The Politburo and the Secretariat assigned the Government Party Committee; the National Assembly Party Committee; the Vietnam Fatherland Front Party Committee, central mass organizations; the Central Military Commission; and the Central Public Security Party Committee to continue to resolutely direct the implementation of projects on organizational arrangement in each field, ensuring quality and progress according to requirements.

On June 12, in Ho Chi Minh City, 6 new wards were successfully tested.

The Politburo and the Secretariat assigned the Government Party Committee to lead and direct the following 8 contents :

1. Continue to monitor and urge the implementation of newly issued decrees; promptly provide additional guidance and adjustments to newly arising issues, ensuring effective and smooth organization of operations.

2. Ministries and branches urgently complete and immediately issue documents and circulars guiding the implementation of newly issued decrees; continue to urgently review current guiding documents and circulars to supplement, adjust, and replace them appropriately according to the schedule and requirements stated in Conclusion No. 167-KL/TW (dated June 13, 2025) of the Politburo and Secretariat; assign the Ministry of Home Affairs to preside over and coordinate with agencies to systematize regulations, instructions, and procedures at the commune level to develop a "commune-level work handbook" (both electronic and paper versions) to complete and send to localities before July 1.

3. Closely monitor and inspect the implementation of the establishment of provincial-level specialized agencies in accordance with the Central Government's policy. Only establish specific departments when ensuring that all criteria and conditions are fully met as prescribed.

4. Carefully check and review the processes and procedures between ministries, functional branches and localities in receiving and proposing to resolve the payment of regimes and policies for cadres, civil servants, public employees and workers in central and local agencies who are on leave due to reorganization, ensuring that procedures are simplified and implemented immediately, and payment is completed before June 30.

5. Strictly implement the policies, conclusions and directions of the Central Committee, the Politburo and the Secretariat on maintaining the number of organizations, the number of deputies, the staff, civil servants and public employees after the reorganization, ensuring that within 5 years the arrangement is basically in accordance with regulations.

6. Direct the Ministry of Home Affairs to urgently issue a document guiding the roadmap for extending and arranging and using part-time workers at the commune level in accordance with Conclusion No. 163-KL/TW (dated June 6, 2025) of the Politburo and Secretariat, ensuring completion before June 25.

7. Continue to lead and direct the urgent completion and operation of the organization and apparatus of the system of civil inspection and enforcement agencies in accordance with the conclusions of the Politburo and the Secretariat.

8. Urgently issue decisions appointing the chairmen and vice chairmen of the People's Committees of 23 (new) provinces and cities after the Politburo and Secretariat approve the policy.

The Politburo assigned the Party Committee of the National Assembly to lead and direct the adoption of laws and resolutions at the 9th session of the 15th National Assembly according to plan, especially documents related to the arrangement of the apparatus and administrative units; directed the Standing Committee of the National Assembly to promptly issue resolutions appointing the chairmen and vice-chairmen of the People's Councils, heads of People's Council committees, heads and deputy heads of the National Assembly delegations of 23 (new) provinces and cities after the Politburo and the Secretariat approved the policy; directed and guided the organization and operation of People's Councils at all levels to ensure smooth operation.

The Politburo and the Secretariat require provincial and municipal Party Committees to focus highly, proactively lead and direct the completion of procedures according to regulations, establish organizations, arrange personnel, arrange headquarters, and material facilities so that all organizations, agencies, and units at provincial and communal levels nationwide can operate synchronously from July 1 in accordance with the direction of the Politburo and the Secretariat in Conclusion No. 167-KL/TW (dated June 13, 2025); direct district-level Party Committees to issue decisions to end the activities of old commune-level Party Committees; the Standing Committees of provincial and municipal Party Committees to issue decisions to end the activities of district-level Party Committees, and at the same time issue decisions to establish new commune-level Party Committees.

The Politburo and the Secretariat assigned the Party Central Committee Office to coordinate with the Central Organizing Committee and the Central Inspection Committee to submit to the Standing Committee of the Secretariat for signing decisions appointing personnel for the executive committee, standing committee, secretary, deputy secretary, and inspection committee of 23 provinces and cities (new); instructing Party committees and Party organizations at all levels to synchronously implement nationwide the organization of ceremonies to announce resolutions and decisions of the Central and localities on merging administrative units, establishing Party organizations, appointing Party committees, People's Councils, People's Committees, and Fatherland Fronts of provinces, cities, communes, wards, and special zones on June 30 to officially operate from July 1.
