Currently, the Ministry of Industry and Trade has set out criteria on technique, feasibility, legality, economic efficiency, etc. to select and propose power source projects, ensuring balance between sources (gas power, coal power, hydropower, biomass, wind power, solar power) and transmission systems.

However, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that currently, 58/63 provinces have reported on proposed power source projects to be implemented in their localities, of which only 11 localities have followed the Ministry of Industry and Trade's instructions on criteria for screening and classifying priority projects to be included in the Plan.

At the meeting, local leaders and the Ministry of Industry and Trade discussed specific groups of issues such as adjusting the allocation of power sources for each locality; hydropower, waste-to-energy, biomass-powered, wind-powered, solar-powered, rooftop solar-powered projects... that are not suitable for the total power source capacity of the 8th Power Plan; converting coal-fired power projects to gas-fired power projects; adjusting power source projects in socio-economic regions...

Discussing the proposal to add capacity for gas-fired electricity, hydroelectricity, biomass electricity, waste-to-energy, solar power, etc., Minister of Industry and Trade Nguyen Hong Dien shared that the total capacity of the Power Plan VIII is built on the basis of the potential and demand of regions, areas, and localities, in accordance with the approved technical indicators and electricity price structure; issues arising in the development of rooftop solar power; potential for exporting solar power, wind power, etc.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized the importance of implementing the Power Plan VIII in ensuring national energy security, which has been closely and resolutely directed by the Government and the Prime Minister, along with the active and proactive participation of ministries and branches. However, up to now, the power source project proposals of many localities have not fully ensured the conditions for implementation, exceeding the allocated capacity targets.

For the local groups that have fully met the Ministry of Industry and Trade's instructions on identifying power source projects, meeting the allocated capacity targets, the Deputy Prime Minister requested the Ministry of Industry and Trade to include them in the project list in the Plan for implementing the 8th Power Plan, with specific implementation time, progress, and responsibilities; ensuring synchronization between sources, investment efficiency, energy security and safety...

For projects that exceed capacity and do not fully meet the criteria and instructions of the Ministry of Industry and Trade, the Deputy Prime Minister requested localities to classify them in order of priority in terms of feasibility and economic efficiency, and make contingency plans when projects in the list are at risk, ensuring the implementation of the Plan according to schedule.

The Deputy Prime Minister affirmed the priority of biomass power, waste power, rooftop solar power, etc. according to the Power Plan VIII, based on calculations and balancing other power sources, ensuring grid safety. Offshore wind power projects, solar power for direct export, or hydrogen production, associated with pumped storage hydropower, etc. are encouraged to develop.

"The Plan must implement the 8th Power Plan according to the set schedule and goals, but must not limit creativity or lose opportunities to develop renewable energy, ensuring efficiency and economic benefits," the Deputy Prime Minister noted.
