The Ministry of National Defense and the Ministry of Science and Technology (MOST) continue to promote the achieved results, giving maximum priority to scientific and technological activities in the defense sector.
On January 14, 2024, the Ministry of Science and Technology and the Ministry of National Defense held a conference to evaluate the results of the implementation of the Science and Technology Cooperation Program between the two ministries in 2024; directions and tasks for 2025. Minister of Science and Technology Huynh Thanh Dat and Senior Lieutenant General, Deputy Minister of National Defense Le Huy Vinh co-chaired the conference.
Reports from leaders of units under the two Ministries show that, in recent times, agencies and units of the two Ministries have closely connected and advised the Leaders to organize the implementation of approved tasks in the 5-year plan 2021-2025 of the Coordination Program, achieving many good results; at the same time, accelerating the application of research results into training practice and combat readiness.
Scientific and technological research activities have been implemented in accordance with the direction of the Ministry of National Defense, and the application efficiency of scientific and technological products has been improved.
Key science and technology programs and projects are deployed synchronously, thereby gradually mastering the design and technology of manufacturing high-tech weapons; materials for production, repair and replacement of weapons and technical equipment of the military and service branches... contributing to promptly solving problems arising from practice, creating many science and technology products serving military and defense tasks.
At the Conference, Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, said that in 2024, the State's mechanisms and policies on science, technology and innovation development will continue to change, and many new legal documents will be issued. With the attention and direction of the Central Military Commission, the Ministry of National Defense, and the support of the Ministry of Science and Technology, science and technology work in the Army in 2024 will have steps of development, achieving many good results, meeting the requirements of the Army's training and combat readiness tasks.
Affirming that 2024 is a pivotal year of important significance in the Plan to implement the Coordination Program between the Ministry of National Defense and the Ministry of Science and Technology for the period 2021-2025, Senior Lieutenant General Le Huy Vinh said: "The conference is an opportunity to comprehensively and substantially review and evaluate the results of the implementation of the Coordination Program between the two Ministries in 2024, and determine the directions and tasks for 2025. Thereby promoting the Coordination Program between the two Ministries to be increasingly effective, meeting the requirements of building the Army, strengthening national defense, and contributing to the socio-economic development of the country".
On the side of the Ministry of Science and Technology, comrade Huynh Thanh Dat also affirmed the positive results in the coordination program between the two ministries and emphasized that last year, the Ministry of National Defense fully participated in all channels of science and technology activities of the Ministry of Science and Technology and in each channel, there were impressive results. Statistics such as over 80% of defense industrial products equipped for the Army originating from science and technology research are clear evidence of the effectiveness of State investment in science and technology activities in the Ministry of National Defense. In addition, many dual-use defense products have made positive contributions to economic sectors, affirming that the contributions of defense science and technology to the cause of national defense and people's economy are extremely important.
In 2025, the two Ministries agreed to continue to strengthen connectivity and coordination to effectively implement tasks on schedule. Effectively implement the Strategy for Science, Technology and Innovation Development to 2030; focus on developing military science, technology and technology to meet the requirements of building a modern Army.
Continue to further promote the achieved results, give maximum priority to science and technology activities in the defense sector, focus on investment in strong units; strengthen basic research, research on foundational technology, core technology towards target products with high scientific content; promote international cooperation, technology transfer; research and manufacture of main and core types of weapons and technical equipment to master the production and equipment for the Army, contributing to the cause of protecting the Fatherland.
Promote innovation in organization, management mechanism, operation mechanism, financial mechanism, personnel policy, create legal corridor, mobilize all resources to promote science and technology and innovation in the Army.
The two Ministries continue to jointly consider and propose national-level science and technology tasks, mobilizing non-state science and technology potential, and those of universities to serve national defense, security, and dual-use tasks to serve people's lives in order to maximize the strengths and advantages of all parties...
