1. Breakthrough in institution building, creating a legal corridor to implement innovation and development of education and training
- The National Assembly officially passed the Law on Teachers.
- Resolution of the National Assembly on universalizing preschool education for preschool children from 3 to 5 years old.
- Resolution of the National Assembly on exemption and support of tuition fees for preschool children, high school students, and students of general education programs at educational institutions in the national education system.
- Urgently complete 3 Law projects: Law amending and supplementing a number of articles of the Law on Education; Law on Higher Education (amended); Law on Vocational Education (amended).
- Actively and proactively implement effectively the work of reorganizing the apparatus and implementing two-level local government.
2. Improve the quality of preschool education, general education and continuing education
- The work of universalizing preschool, primary and secondary education and eliminating illiteracy continues to receive attention.
- Synchronously deploy the 2018 General Education Program in all grades nationwide.
- Successfully organize the 2025 High School Graduation Exam.
- Outstanding achievements at regional and international Olympics; International Science and Technology Competition.

- Issue Circular No. 29/2024/TT-BGDDT on management of extra teaching and learning activities towards tightening discipline, making organizational processes transparent, and enhancing local management responsibilities.
- Policy to build vocational training schools in 248 border communes, initially piloting investment in building new or renovating 100 schools in 2025.
3. Promote and improve the quality of human resource training, especially high-quality human resources, and promote scientific research and innovation.
- Focus on key investments in higher education and vocational education facilities.
- Issue many important projects to develop human resources for high-tech industries.
- Enrollment in STEM majors is increasing.
- Many universities achieve high rankings on prestigious international rankings.
- Linking educational institutions with businesses and the labor market is promoted through many forms of cooperation and startup support.
4. The team of teachers and educational managers grows in quantity and improves in quality.
- The 2024-2025 school year will increase by 21,978 teachers compared to the 2023-2024 school year.
- Percentage of teachers and managers meeting training standards: 90.5% (preschool), 91.9% (primary), 94.8% (secondary), 99.9% (high school).
5. Digital transformation and application of information technology in management, direction and operation and in teaching and learning activities continue to be promoted.
- Issue a set of indicators to assess the level of digital transformation for the Department of Education and Training; deploy a set of indicators for preschool, general education, and continuing education institutions.
- Basically complete the industry database system.
- The online enrollment system on the National Public Service Portal has been completed at the "full process" level.
6. Focus on political education, ideology, ethics, lifestyle, life skills, national defense and security education, physical education, and sports.

On the afternoon of August 22, the conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year took place under the chairmanship of Prime Minister Pham Minh Chinh.
The Prime Minister also chaired the Conference, along with Deputy Prime Minister Le Thanh Long and Minister of Education and Training Nguyen Kim Son. The Conference took place in both in-person and online formats; the central bridge was located at the Government Headquarters, connecting with bridges in 34 provinces and cities.
The 2025-2026 school year is the first school year to implement the Resolution of the 14th National Party Congress; the Resolution of the National Assembly on the 5-year Socio-Economic Development Plan 2026-2030.
This is also the school year when the whole country implements the Politburo's Resolution on breakthroughs in education and training development; the Law on Teachers; the National Assembly's Resolution on exemption and support of tuition fees for preschool children, general education students, and those studying educational programs in the national education system; and the National Assembly's Resolution on universalizing preschool education for children from 3 to 5 years old.
In order to effectively implement the Party and State's policies and guidelines on education and training, and successfully achieve the set goals, the Education sector has determined the theme for the 2025-2026 school year as: "Discipline - Creativity - Breakthrough - Development".
