
The conference was held directly at the Government Headquarters and online with 34 provinces and cities nationwide.
The conference was co-chaired by Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Minister Mai Van Chinh; Vice Chairman of the National Assembly Vu Hong Thanh. Attending the conference were leaders of ministries, branches, central agencies; leaders of provinces and cities; Ambassadors and representatives of international organizations in Vietnam.
Speaking at the opening of the conference, Prime Minister Pham Minh Chinh emphasized that implementing the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas is not only a responsibility and obligation, but also a deep sentiment, a command from the heart, with a noble humanity for ethnic minorities and mountainous areas - where there are still many difficulties in infrastructure, including transportation, education, health care, environmental sanitation, etc.

Expressing concerns about the way the program has been implemented in the past, the Prime Minister said that the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas is still fragmented, divided, lacking in synchronization, cohesion, focus, and key points. Therefore, the Prime Minister requested the conference to focus on discussing and objectively assessing the results achieved, the limitations and difficulties; especially pointing out lessons learned and proposing solutions to make the program implementation more effective in the coming time.
Emphasizing that socio-economic development in ethnic minority and mountainous areas must have a comprehensive, all-people approach, the entire political system must participate, the Prime Minister suggested the need to innovate thinking, thinking, and working methods; promote decentralization and delegation of power along with resource allocation, improve implementation capacity and design tools, strengthen supervision and inspection; perfect institutions for socio-economic development in ethnic minority and mountainous areas; prioritize resources and finance with focus and key points; train and foster human resources; focus on development planning; apply science and technology; link between the State, people, businesses, banks to develop production, typical products... to bring benefits to the community, raise the level of enjoyment for people in ethnic minority and mountainous areas...
According to the Central Steering Committee for National Target Programs, our country has 53 ethnic minorities with a population of over 14.4 million people, residing in areas that account for about 3/4 of the country's natural area. After the arrangement of the 2-level local government apparatus, the country has about 1,516 communes in ethnic minority and mountainous areas in 32 provinces and cities.
Ethnic minority and mountainous areas are mainly located in highland and border areas, with particularly important strategic positions; rich in potential and advantages in agriculture, forestry, minerals, hydropower, eco-tourism, border trade economy... However, the harsh climate, strongly fragmented terrain, difficult transportation, frequent incidents, natural disasters, landslides due to flash floods, therefore, the socio-economic situation of ethnic minority and mountainous areas is still difficult, infrastructure is underdeveloped, the poverty rate is high, access to health care, education, and cultural services is limited...
Following the previous policies and programs of the Party and State, in 2019 and 2020, the National Assembly issued resolutions approving the Master Plan and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period. Immediately after that, the Prime Minister approved the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I from 2021 to 2025. According to the Resolutions of the National Assembly and the Government, the total capital to implement the Program for the 2021-2025 period is over 137 trillion VND.

The Government's program includes 10 projects on: Solving the shortage of residential land, housing, production land, and domestic water; planning, arranging, and stabilizing the population in necessary places; developing sustainable agricultural and forestry production; developing the socio-economic model of soldiers attached to the people; investing in essential infrastructure to serve production and life; developing education and training, improving the quality of human resources; preserving and promoting good traditional cultural values; taking care of people's health; implementing gender equality and urgent issues for women and children; investing in the development of very small ethnic minority groups and ethnic groups with many difficulties; communicating, propagating, and mobilizing in ethnic minority and mountainous areas.
The program has supported residential land for 10,549 households, housing for 42,567 households, directly supported production land for 13,387 households, supported job conversion for 54,899 households, supported decentralized domestic water for 479,358 households; invested in the construction of 809 centralized domestic water works.
Planning, arranging, relocating, and stabilizing the population in necessary places for 25,056 households; localities have deployed support for the protection of 1,478,962 hectares of special-use forests and protective forests, equivalent to 323,769 supported households; deployed 403 projects to support production methods according to the value chain, with a total value of up to 306 billion VND; deployed support for 383 projects and models of livestock and crop farming with 36,654 households participating.
The program supports investment in 6,018 rural traffic works; asphalting, concrete or hardening 8,673 km of roads; investing in 442 power supply works, 90 commune radio relay stations, 1,787 community activity houses; renovating and repairing 183 commune health stations; supporting equipment for 118 commune health stations; 225 commune health stations and 629 standard school and classroom works; supporting 1,901 vocational training models with 115,575 workers participating; 5,385 workers are supported to participate in vocational skills training courses, foreign languages and procedures for working abroad under contracts; 37,718 workers are supported with introductions and consultations on working abroad under contracts; 8,424 cadres working on sending workers to work abroad for a limited period of time and grassroots propagandists at all levels.
In localities, the program supports investment in the construction and preservation of 48 villages and 69 typical traditional tourist destinations of ethnic minorities; 4,409 cultural houses/sports areas in villages and hamlets in ethnic minority and mountainous areas are invested in construction and supported with equipment, renovation and embellishment; preserve and promote 124 typical traditional festivals of ethnic minorities; support activities for 695 folk cultural clubs and 5,760 traditional art troupes in villages and hamlets...
After 5 years of implementing the program, 6 basic task groups have achieved or exceeded the set plan. In particular, the target of poverty reduction rate in ethnic minority areas reached an average of 3.4%, exceeding the program's target of 3.2%; the average income of people reached 43.4 million VND, an increase of 3.1 times compared to 2020; the target group of education, laborers of working age receiving vocational training suitable to their needs and conditions reached an average of 54.8, exceeding the program's target of 50%; preserving and developing the values and traditional cultural identities of ethnic groups; strengthening medical work so that people can access modern health care services...
However, there are 3 target groups that have not been achieved regarding improving technical infrastructure and social infrastructure in extremely disadvantaged communes and villages, in which the rate of solidly built schools and classrooms has only reached 94.6%, the number of people who can watch television has reached 97%, the number of people who can listen to the radio has reached 98.3%; the target group of communes and villages moving out of extremely disadvantaged areas; the target group on sedentarization, settlement, and basically solving the shortage of residential land and production land for people...
Based on the assessment of the results of the implementation of the Program in Phase I (2021 - 2025), the conference stated that in Phase II (2026-2030), it is necessary to focus on implementing 3 groups of targets that have not been achieved, continue to maintain, sustain and develop beyond the plan for the targets and target groups completed in Phase I; strive to complete all the goals of the Program for the entire period of 2021-2030 as determined in Resolution No. 120/2020/QH14 dated June 19, 2020 of the National Assembly, contributing significantly to the implementation of the common goal "By 2030, Vietnam will become a developing country with an upper middle income" as determined in the Resolution of the 13th National Congress of the Party.
In particular, focusing on building and completing essential infrastructure; developing production, increasing income, gradually narrowing the gap in living standards compared to the national average; improving the quality and quantity of human resources for socio-economic development and participation in the political system; effectively and promptly resolving urgent issues; effectively supporting ethnic minority groups that are still facing many difficulties and specific difficulties; effectively implementing communication, propaganda, and information technology application; strengthening inspection, supervision, and removing difficulties; promoting the role of supervision and social criticism of the Fatherland Front, making an important contribution to socio-economic development, ensuring national defense and security, and strengthening the great national unity bloc...
