Building, managing, maintaining, updating, exploiting and using legal databases; investigating, surveying and evaluating the situation of law enforcement in a number of fields, the current status of legal support work; proactively providing information, disseminating laws; enhancing dialogue to receive and answer questions for businesses... are practical solutions that all levels, sectors and local authorities in the province have implemented to promote legal support for small and medium enterprises. Thereby, creating a fundamental change in legal awareness and awareness of law compliance of enterprises, helping enterprises to produce and do business effectively, improving the competitiveness index of the province.

Currently, laws related to business activities of enterprises have many changes and are regularly adjusted, especially procedures on land, environment, fire prevention and fighting, taxes, social insurance...
Therefore, understanding, mastering and promptly updating legal regulations and knowledge is a decisive factor for the success of a business. Besides large enterprises that have invested in a team of legal staff, most small and medium enterprises in the province still do not pay due attention to this work.
With the goal of raising awareness and compliance with the law in production and business activities, proactively preventing legal risks for small and medium enterprises, and at the same time, contributing to improving the effectiveness of state management by law for enterprises, the Provincial People's Committee has issued a Legal Support Program for Small and Medium Enterprises for the period 2021 - 2025.
Every year, the Provincial People's Committee develops a plan to implement legal support for businesses, in which it specifically determines the content, form, implementation time, presiding and coordinating agencies, etc. to ensure proactiveness and unity in leadership, direction and implementation of legal support activities for businesses.
Based on the plan of the Provincial People's Committee, departments, branches, and People's Committees of districts and cities issue documents directing the implementation of legal support work to enterprises in practical and effective forms, meeting the needs of each type of enterprise.
With the attention and direction of the province, the active participation of departments, branches and localities, the work of legal support for small and medium enterprises has achieved positive results. Notably, the regular updating and posting of legal documents of the Central and the province on the provincial electronic communication information portal; building a legal Q&A section on the information pages of departments, branches and localities.
From 2019 to present, the Department of Justice has printed and distributed 6 books with a quantity of nearly 20,000 copies on legal support for businesses; compiled and published a handbook on legal support for businesses, including a complete system of current legal documents of the Central and the province.
Built nearly 120 columns introducing newly issued legal documents and answering questions related to business operations. Organized nearly 550 conferences, training courses, and seminars to disseminate new legal documents to district and commune-level judicial officers , legal officers in departments, branches, and sectors, and legal officers in enterprises in the province; 8 legal training courses for employees...
Receiving and responding to opinions and recommendations of small and medium enterprises is promptly implemented by departments, branches, sectors, People's Committees of districts and cities, and the Working Group assisting the Chairman of the Provincial People's Committee in resolving difficulties and problems of enterprises.
In 4 years (2019 - 2023), the province has received and consulted nearly 15,000 organizations and individuals related to the fields of investment, land, construction, social insurance, environmental protection, food safety, fire prevention and fighting... The main forms of response are in writing, via phone, text message, email, hotline and "Business - Government" dialogue portal.
The results achieved in legal support work have helped many businesses in the province feel secure in investing, expanding production and business, contributing positively to socio -economic development and improving the province's competitiveness index. In 2022, the province's PCI ranked 8th out of 63 provinces and cities; the business support policy index ranked 4th out of 63 and the legal institution index ranked 5th out of 63 provinces and cities.
To improve the quality of legal support for small and medium enterprises, the province continues to direct departments, branches and localities to review and synchronize the system of legal documents related to business activities, creating a unified legal basis for businesses to easily access. Strengthen legal support for businesses in accordance with the provisions of law and the Legal Support Program for Small and Medium Enterprises for the period 2021 - 2025.
In addition, businesses also need to proactively research legal regulations and international treaties; when necessary, they can consult with experts, lawyers, and people knowledgeable about the law to limit legal risks.
