Support cooperative development

- In recent years, Tuyen Quang province has had many specific and synchronous policies to promote collective economic development, especially the transformation of new cooperative models. These practical policies not only create motivation for cooperatives to develop sustainably, but also contribute to promoting the rural economy, increasing income for people, especially ethnic minorities.

Promote product consumption connection

According to the report of the Provincial Cooperative Union, the whole province has over 615 cooperatives with charter capital of over 2,400 billion VND.

Mr. Cao Hung Dung, Chairman of the Provincial Cooperative Union, said: Most cooperatives in the province are small and medium-sized, even micro-sized; many cooperatives are still fragmented and small-scale, without suitable production and business plans, low product competitiveness, not interested in market development, lack of capital to invest in expanding production and business; access to science and technology applications, digital transformation in production and business is still slow...

The specialty tea garden of 168 Tan Thai Tea Cooperative has just received support from the State for new planting in 2023.

Clearly identifying those difficulties and limitations, in recent years, the Provincial Cooperative Union has presided over and coordinated with relevant agencies to promote training and coaching to improve the quality of human resources for cooperatives; consulted and guided cooperatives to benefit from policies supporting collective economic development; supported cooperatives to participate in trade promotion activities, product promotion and introduction, etc.

From 2021 to present, the Cooperative Union has consulted and supported the establishment of 20 new cooperatives; coordinated to grasp difficulties and obstacles in organization and production and business activities; coordinated with the People's Committee of Na Hang district to select 2 cooperatives to implement the Seed Support Project of the Institute of Science and Environment, Vietnam Cooperative Union; coordinated with the Provincial Ethnic Committee to implement the National Target Program; conducted surveys of cooperatives, households and business households in the districts of Ham Yen, Chiem Hoa, Yen Son, Son Duong, Na Hang and Lam Binh.

The Provincial Cooperative Union organized a conference to connect supply and demand for product consumption and a signing ceremony for product consumption agency contracts for 26 cooperatives and cooperative groups with 1 distribution and retail cooperative; connected and built a program to introduce and promote the products of 15 cooperatives and cooperative groups through social networking channels. Along with that, the Cooperative Union supported cooperatives to borrow capital from the National Employment Fund of the Central Ho Chi Minh Communist Youth Union (capital source 120) for 3-5 cooperatives/year with a total revolving amount of 840 million VND to create conditions for workers to buy machinery, tools, build warehouses, buy seedlings to develop production and business, contributing to increasing income.

Every year, the Provincial Cooperative Union guides cooperatives to access capital from the Vietnam Development Support Fund. Currently, 3 cooperatives have borrowed nearly 2 billion VND; in coordination with the Institute for Cooperative Economic Development and the Industrial Promotion Center, it supports 2 cooperatives with machinery and production equipment with a total amount of 635 million VND. Recently, the Provincial Cooperative Union supported 43 laptops for 43 member cooperatives, helping cooperatives bring their products to the e-market.

Motivation for cooperative development

Tan Thai Tea Cooperative 168 (Ham Yen) has 30 members, cultivating over 16 hectares of tea and cooperating with over 50 households, with a total raw material area of over 30 hectares. A bright spot in the cooperative's operations is the interest-free "deferred payment by product" model when supplying over 40 tons of fertilizers and biological products to members each year.

Currently, the Cooperative is providing 8 green tea products that have achieved 3-star OCOP, widely consumed through convenience stores, supermarkets and product display booths in and outside the province. In 2024, the Cooperative will support over 490 million VND from the source of support for collective economic development in ethnic minority areas, invest in modern tea processing machinery and plant over 2.5 hectares of new high-quality tea, and support tea growing households in the Cooperative's chain with fertilizer worth over 1 billion VND.

Mr. Ban Van Duong, Director of Tan Thai 168 Tea Cooperative, said: “The State’s support has helped the Cooperative apply new technology to production, achieve the goal of achieving 4-star OCOP for tea products, and bring Tan Thai 168 green tea products to the large market”. To do this, the Cooperative is continuing to promote technical training, safe production according to VietGAP standards, combining the application of technology in processing and digital communication to increase the value and competitiveness of the products.

Su Anh Agricultural Service Cooperative, a unit famous for its premium frozen green tea products, is gradually improving product quality and production efficiency through the application of advanced technology in cultivation. Recently, Su Anh Cooperative has received support from Sang Nhung Safe Food Production Cooperative to provide Korean organic fertilizer to take care of 5 hectares of tea, part of the plan to improve the productivity and quality of raw tea.

Mr. Nguyen Van Su, Director of Su Anh Cooperative, shared: “We always aim to improve the quality of frozen green tea, from care to processing. The application of high-tech microbial fertilizers helps the tea plants stay healthy, limits the use of pesticides, thereby ensuring food safety and preserving the natural flavor of tea.”

With the support of the State and mutual support of cooperatives, the number of cooperatives participating in production chains is increasing and promoting efficiency. The whole province has 133 cooperatives with OCOP products with 221 products ranked 3 stars or higher; 57 cooperatives apply production according to VietGAP and organic standards; 77 cooperatives have registered trademark protection at the Department of Intellectual Property for 82 products; initially, 7 OCOP products of 5 cooperatives are exported to the UK by RYB Hanoi Joint Stock Company connecting for export. Collective economic development is changing in content and form of production and business organization, in accordance with market demand.
