From July 1, 2025, 34 provinces and cities across the country will officially operate the new apparatus and simultaneously deploy a two-level local government model.

With a ready mindset, the technical and IT teams of units such as Viettel and MobiFone are on duty 24/7, ready to support localities in the most thorough preparation work to officially operate the two-level local government model.
5,000 Viettel employees support staff
On June 26, Deputy Prime Minister Nguyen Chi Dung signed Official Dispatch No. 96, requesting VietnamPost and Viettel to arrange human resources to support the People's Committees at the commune level in receiving and returning results of administrative procedures via post, ensuring stable, smooth, and continuous operations 24/7 when arranging administrative units and implementing the 2-level government organization model.

A representative of Viettel said that Viettel Enterprise Solutions Corporation (Viettel Solutions) deployed a continuous operating system from the central level to 3,321 communes, following a 2-level connection model. In just the past 5 days, nearly 5,000 Viettel staff members have joined in supporting the communes.
To ensure the two-tier local government model operates smoothly from July 1, 2025, the Ministry of Science and Technology has also directed and supported localities on three main work axes.
Firstly, since April 2025, the Ministry has issued regulations on technical requirements for information systems and databases when arranging administrative units. These documents help localities to maximize the inheritance of existing infrastructure, while standardizing the step of upgrading the administrative procedure settlement system, ensuring integration with the National Public Service Portal and data security.
On Monday, June 23, the Ministry of Science and Technology continued to issue an official dispatch requesting provinces to develop a specific roadmap for five core platforms such as: administrative procedure settlement system, document management system, data integration and sharing platform, reporting information system, online meeting platform... to ensure no interruption of public services when switching to the new model.
Third, the Ministry also directed the National Digital Transformation Agency to organize online training sessions for all 63 provinces, inviting telecommunications, cybersecurity and data storage businesses to help answer questions.
In parallel, the Ministry established two online management groups: one group connecting leaders of the Department of Science and Technology of the provinces and one group connecting all enterprises deploying the above 5 systems to handle incidents immediately and update progress daily.
In particular, the Ministry has requested VNPT and Viettel to arrange staff to directly support each commune, ensuring the receipt and return of administrative procedure results via post 24/7.
In addition, the Ministry has conducted field surveys in the first merged localities such as Ninh Binh and Phu Tho to promptly issue temporary regulations on operating the shared system, based on the principle of "one system - one data source" to ensure safety and connectivity.

The Ministry of Science and Technology persists in the viewpoint of "common standards - interconnection - on-site support", considering digital transformation as the backbone for the two-level government model to serve people faster, more transparently and more economically.
The leaders of the Ministry of Science and Technology affirmed that they will continue to accompany the provinces and promptly remove difficulties so that by July 1, 2025, the new government will operate smoothly, bringing convenient and modern public service experiences to people and businesses.
On June 26, the Ministry of Science and Technology also requested VietnamPost and Viettel to assign at least one employee to each commune to be on duty 24/7 to support receiving and returning administrative procedure results via post, without interrupting the service.
At the same time, the Ministry instructed the province to issue temporary regulations on operating the shared system and transferring all old data to the new system before June 30, 2025.
The Ministry of Science and Technology has established a leadership group of 34 Departments of Science and Technology to update progress, sign daily reports and coordinate with businesses to implement locally.
In addition, the Ministry has also established a working group to conduct field surveys in Ninh Binh and Phu Tho, two localities that merged early, to promptly remove difficulties and replicate experiences.
Mobilize 24/7 support force
On the afternoon of June 30, a working delegation of the Hanoi People's Committee coordinated with MobiFone Telecommunications Corporation to inspect the operation of the Administrative Procedure Information System at Public Service No. 3 Hoan Kiem to prepare for the operation of the two-level local government model of Hanoi City.
According to the report, since June 2025, MobiFone Telecommunications Corporation has coordinated with the Hanoi Public Administration Service Center to deploy an administrative procedure settlement information system developed by MobiFone. The system developed by MobiFone has met the requirements for implementation according to the 2-level local government model, the entire electronic process in receiving and settling administrative procedures throughout Hanoi as well as the requirements for information security.

During the implementation process, MobiFone organized installation support and training for 126 communes and wards, 15 departments, and 12 branches of the Hanoi Public Administration Service Center.
At the same time, MobiFone has assigned nearly 200 staff to ensure that each ward or commune has at least 1 staff member directly responsible for supporting local officials in operation, resolving problems during use, maintaining 5 Hotline numbers and 10 Meeting channels open 24/7 to support officials throughout the official system deployment period from July 1.
After inspection, all work has been completed and ready for operation. MobiFone Telecommunications Corporation together with Hanoi Public Administration Service Center are determined that from July 1, 2025, the Administrative Procedure Information System will officially operate safely and smoothly to serve the people, meeting the two-level local government model.

To comprehensively meet that need, MobiFone - as a defense and security enterprise, operating in the field of digital technology, under the Ministry of Public Security - has quickly and actively accompanied localities and ministries in this turning point transformation process.
For example, in Thai Nguyen, from the beginning of May 2025 to now, the Corporation has deployed 2 key training sessions, from May 19-23 and May 26-28, for cadres, civil servants, public employees, and workers working at the Provincial Public Administration Service Center, focal officers of departments, branches, especially newly rearranged commune/ward-level administrative units.
