According to Resolution 1669, after the reorganization, Hai Phong City will have a total of 114 commune-level administrative units, including 45 wards, 67 communes and 2 special administrative units. The reorganization of commune-level administrative units aims to overcome the fragmentation and lack of uniformity in the scale of population management, area and resources.
Hai Phong focuses on streamlining and merging the communes of Duong Quan, Thuy Duong, An Lu, Hoa Dong and Thuy Ha to form Thuy Nguyen ward; merging Thien Huong commune with Hoang Lam and Le Hong Phong; the remaining part of Hoa Dong to form Thien Huong ward. At the same time, after adjustment, Cat Hai island district will be organized into a special administrative unit of Cat Hai - paving the way for administrative development models suitable for remote island conditions.
The issuance of Resolution 1669 is based on important legal documents such as: Law on Organization of Local Government, Resolution 37-NQ/TW of the Politburo on the arrangement of district and commune-level administrative units that do not meet the prescribed standards; Resolution 595/UBTVQH14 and Conclusion No. 48-KL/TW. At the same time, Hai Phong has also seriously implemented the process of collecting voters' opinions in localities related to the merger and establishment of new administrative units.
The implementation of administrative procedures and the announcement of new geographical boundaries will be carried out on schedule. Before September 30, 2025, the city will complete the determination of the new administrative unit boundaries in the field, and proceed to reissue administrative boundary records in accordance with legal regulations.
The reorganization process is carried out in a transparent and cautious manner, ensuring that people's lives are not disrupted. The City People's Committee has directed localities to prepare personnel, administrative infrastructure, public finance and organizational structure according to the principle of "compactness, efficiency, and suitability to practical situations".
Notably, Hai Phong is one of the first localities to propose a model of special administrative units at the commune level in coastal and island areas in line with the orientation of developing marine economy, ecotourism and protecting national sovereignty . This will be the basis for the Central Government to study and replicate in the future.
After completing the arrangement, the commune-level administrative apparatus in Hai Phong is expected to operate more effectively, improve the quality of service to the people, strengthen legal effectiveness and reduce budget operating costs.

Resolution 1669/NQ-UBTVQH15 is an important initial step in the strategy of modernizing administrative management and restructuring the organizational space of Hai Phong City.
