
Resolution of the people
After 1 year of implementing Resolution No. 05/2024/NQ-HDND of the Hai Phong City People's Council on amending and supplementing a number of articles of Resolution No. 11/2022/NQ-HDND regulating the policy of supporting health insurance payments for social groups in the city, more than 100,000 elderly people aged 60 - 79 years old have been granted health insurance cards.
Ms. Ta Thi Nam, from Duong Kinh ward, has a difficult family situation and does not have a pension or monthly social insurance allowance, so she is eligible for 100% support for health insurance premiums. "This card is very valuable to me every time I get sick and have to go to the hospital for medical examination and treatment," Ms. Nam said.
Not only people aged 60 - 79 but also people from near-poor households, households with average living standards, members of the Blind Association who have not been granted health insurance cards, and people with HIV are also partially supported or buy health insurance cards according to Resolution No. 05.
The whole city has more than 15,000 people from poor households who have escaped poverty or near-poverty and are supported with 100% of health insurance premiums according to Resolution No. 04 of the City People's Council. More than 28,000 people are supported to participate in voluntary social insurance according to Resolution No. 12 of the City People's Council.
Hai Duong (old) also has practical support policies. The province supports 100% of health insurance premiums for people who have escaped poverty (according to Resolution No. 37); seniors aged 77-79 who do not have pensions, social benefits, or health insurance cards; party members who have been awarded badges for 40 years of Party membership or more, and members of security and order protection teams.
Cases supported from 30 - 70% of health insurance premiums include: elderly people from 65 to under 77 years old; garbage collectors; near-poor households (supported with an additional 30% in addition to the state budget as prescribed) and people in multidimensional poor households lacking basic social services.
Regarding the voluntary social insurance policy, Hai Duong province (old) supports an additional 10% of the contribution rate for voluntary social insurance participants from poor and near-poor households; supports 30% of the monthly voluntary social insurance contribution rate according to the poverty line of rural areas for members of security and order protection teams.
By the end of the second quarter of 2025, in Hai Duong province (old), there were basically nearly 74,800 elderly people from 65 to under 80 years old supported to pay health insurance; more than 7,300 people from poor households and more than 14,700 people from near-poor households supported to pay health insurance; more than 64,000 newly-increased people supported to pay voluntary social insurance...

Currently, the resolutions in Hai Duong and Hai Phong (old) are still being applied, people are fully enjoying the policies on health insurance and social insurance, contributing to stabilizing life and ensuring social security. At the same time, the coverage of health insurance and social insurance in the two localities is increased according to the targets assigned by the Government.
However, the policy of supporting voluntary social insurance contributions in Hai Phong City (old) creates more favorable conditions for promoting and encouraging people and freelance workers to participate in health insurance and voluntary social insurance. The Social Insurance Agency proposes that the resolutions of the People's Council that are still in effect be implemented until the expiration date (December 31, 2025).
However, to ensure consistency and comprehensiveness when implementing resolutions to support voluntary health insurance and social insurance contributions and for people to enjoy the city's humane policies, the Social Insurance Agency proposes that the City People's Committee pay attention to, consider, and submit to the City People's Council a Resolution to continue extending the period of enjoying the policy to support voluntary social insurance and health insurance contributions in the city for the period 2026 - 2030. At the same time, consider increasing the level of support for health insurance and voluntary social insurance contributions for participants from poor households, near-poor households, the elderly from 60 - 79 years old and some other groups of subjects... in the old Hai Duong province in 2025 so that people in the two localities enjoy equal policies, promote and encourage people to participate in the social security system.
By 2025, the city strives to have a health insurance coverage rate of 95.2% of the population; the rate of voluntary social insurance participation in the working-age workforce will reach 4.8% (farmers and informal sector workers). In order to ensure a sustainable number of people participating in health insurance and expand coverage, the City People's Council is requested to consider and continue to expand support for purchasing health insurance cards for some cases that have not yet participated, such as people aged 50 to under 60... Along with that, consider continuing to implement resolutions on supporting funding for health insurance and social insurance participation for some cases in the period of 2026 - 2030.
Recently, the Government issued Decree No. 159/2025/ND-CP detailing and guiding the implementation of a number of articles of the Law on Social Insurance on voluntary social insurance. The highlight is the increase in the level of support for voluntary social insurance participants. Specifically, the support level is 50% for participants from poor households, people living in island communes and special zones according to regulations of the Government and the Prime Minister; 40% for participants from near-poor households; 30% for participants from ethnic minorities; 20% for other participants.
Hopefully, the State's support policy, combined with the city's support policy, will be a strong resource to attract people to participate in health insurance and voluntary social insurance, gradually moving towards universal insurance, ensuring sustainable social security.
