
Mr. Nguyen Duc Dung - Deputy Director of Road Management Area II (Vietnam Road Administration) said: The unit has coordinated with relevant parties to hand over 497.526 km of 9 national highways decentralized from the Ministry of Construction to the People's Committee of Ha Tinh province for management according to regulations.
Of the 9 routes, 4 are directly managed by Road Management Area II, including: National Highway 1 section, 16 km long; National Highway 8, 91.326 km long; National Highway 12C, 45.8 km long; Cua Hoi Bridge (road, auxiliary works attached to the road) 6.29 km long.
The Vietnam Road Administration has assigned the Ha Tinh Department of Construction to directly manage 5 national highways, including: National Highway 15, 75.1 km long; National Highway 15B, 51.01 km long; National Highway 8B, 12.2 km long; National Highway 8C, 100.06 km long; National Highway 281, 99.7 km long.

Ha Tinh also receives assets and road infrastructure related to the handed-over national highway routes and sections, such as road infrastructure asset management records; records and documents of real estate of the districts, toll stations, and reserve material warehouses; records of completion of periodic and emergency repair projects; statistical tables and monitoring of repair projects under warranty, etc.
The handover of national highway routes, sections and traffic infrastructure assets shall be carried out in accordance with the provisions of Clause 4, Article 8, Road Law 2024; Clause 1, Article 4, Decree No. 165/2024/ND-CP and Article 22, Decree No. 44/2024/ND-CP.
Decentralization of national highways to localities helps increase initiative and enhance responsibility for monitoring and managing routes, avoiding delays and shirking of responsibility in management.
