The workshop focused on consulting opinions to complete 6 important draft resolutions in the field of science, technology and innovation that the City People's Council plans to issue, to concretize the Capital Law No. 39/2024/QH15 and implement Resolution No. 57-NQ/TW of the Politburo .
The six draft resolutions include: Resolution detailing a number of specific policies for the development of science , technology and innovation in Hanoi; Resolution stipulating mechanisms and policies on investment and support for the development of the innovation ecosystem and creative startups in Hanoi (implementing Clause 1; Point d, Clause 3; Clause 5, Article 23 of the Capital Law); Resolution stipulating controlled testing activities in Hanoi (implementing Article 25 of the Capital Law); Resolution approving the Project "Establishing the Hanoi Technology Exchange"; Resolution approving the Pilot Project to establish the Hanoi Venture Investment Fund (implementing Article 36 of the Capital Law); Resolution approving the Project to establish the Hanoi Innovation Center.
In his opening speech, Director of the Hanoi Department of Science and Technology Tran Anh Tuan said that the resolutions not only create a synchronous legal corridor, but also open up new, outstanding mechanisms to promote the development of science, technology and innovation in the capital.
The highlight of the above resolutions is the first regulation of the budgeting mechanism for grassroots science and technology tasks, combined with a policy to attract talent and a flexible spending mechanism, helping to simplify procedures and increase management efficiency.
Along with that, Hanoi proactively develops an innovation ecosystem through infrastructure investment, encourages public-private partnership, supports businesses in technology transfer and creative startups in each development stage without applying a hard ceiling.
Notably, the controlled testing mechanism (sandbox) is an unprecedented policy, allowing businesses to test new products and services in a safe environment, overcoming legal gaps and enhancing competitiveness.
In addition, the establishment of the Technology Exchange, Venture Capital Fund and Hanoi Innovation Center will create modern infrastructure, flexible capital sources and a space for knowledge-technology-finance convergence, making Hanoi a leading innovation center in the country and the region.

At the workshop, experts, scientists, and business representatives focused on discussing and consulting on issues related to the subjects and scope of each Resolution.
There, delegates discussed the specificity and applicability in practice; the mechanism for ensuring resources, assigning responsibilities, organizing implementation as well as building a mechanism for monitoring and evaluating effectiveness.
Professor, Doctor of Science Nguyen Dinh Duc, University of Technology (Vietnam National University, Hanoi) proposed that the city issue detailed directives, creating close connections between facilities and universities in the digital transformation process, and at the same time, bringing localities into the innovation ecosystem.
CMC Technology Group Executive Chairman Nguyen Trung Chinh said that, when passed, these resolutions will create a boost and premise for the capital to develop more dynamically.
Concluding the workshop, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son affirmed that the city always wants to work and collaborate with scientists who "dare to think, dare to do, want to do it for real and can do it".
Comrade Le Hong Son requested relevant units of the city to absorb all opinions of experts and scientists at this workshop to complete the draft Resolutions, ensuring feasibility and practicality during implementation.
Along with that, build a roadmap to implement these important resolutions, ensure practicality, solve the "problem" of science, technology, and innovation of the capital. After implementing the resolution, there must be an effective monitoring and inspection mechanism.
The city leaders also suggested that, immediately after the workshop, relevant units of the city continue to invite experts, scientists, and businesses working in this field to receive comments and contributions to perfect the resolutions.
