The cooperation between Vietnam National University, Hanoi and the Government Cipher Committee has been initiated for many years, with professional exchange programs and scientific seminars in the fields of cryptography, information security and quantum technology. In particular, the University of Science (Vietnam National University, Hanoi) and the Institute of Cryptography Science and Technology (Government Cipher Committee) have taken the first steps in proposing a national joint laboratory for quantum technology, researching post-quantum cryptographic algorithms, as well as developing high-quality human resources (masters, doctors) in the fields of cryptography, microchips, and computer science.
These initial cooperations have created a foundation of trust, helping both sides understand each other's strengths, thereby creating an urgent need for a long-term strategic cooperation framework, which is specified in the agreement signed this time.
According to the agreement, Hanoi National University and the Government Cipher Committee will jointly train high-quality human resources in quantum technology, cryptography, information security and semiconductors; every year the Government Cipher Committee will send staff to study master's and doctoral programs at Hanoi National University; Deploy national-level scientific and technological research tasks, especially in the directions of quantum computing, quantum communications and microchip technology; Organize seminars, scientific conferences, specialized training courses and academic exchange programs between staff, lecturers and students of both sides.
The cooperation agreement is valid for 5 years from the date of signing and can be extended. This is considered an important turning point, opening a new, long-term and more substantial phase of cooperation between Hanoi National University and the Government Cipher Committee, contributing to Vietnam's early mastery of core technologies and catching up with global trends.
At the signing ceremony, Professor, Dr. Le Quan, Director of Hanoi National University emphasized that Hanoi National University has strengths in training and research in basic sciences, information technology, quantum physics and semiconductors. This strategic cooperation will help both sides exploit advantages and build national potential in new technologies, especially quantum technology - a field that is forecast to shape the global knowledge economy in the near future. The Director of Hanoi National University believes that high security is a key factor that helps many countries, including Russia, effectively address the challenges posed.
He said that Hanoi National University has paid attention to and invested heavily in core technology areas such as quantum, artificial intelligence, semiconductor technology, and cyber security. Lieutenant General Vu Ngoc Thiem, Head of the Government Cipher Committee, affirmed that the cooperation with the Vietnam National University, Hanoi has made great progress in recent times and will continue to be promoted in the future. He said that after 80 years of development and growth, the Government Cipher Committee has always played a key role in national information security and safety.
