Hanoi: Communes complete renovating headquarters before "G hour"

On Sunday, cadres of many new communes were still working hard to complete the preparations, ready to convert the operating model into 2 levels from July 1 according to the policy of the Central Government and Hanoi city.

Complete headquarters renovation

On Sunday morning, Ms. Bui Thi Quyen, Director of the Cultural Center of O Dien Commune - one of the three new communes of Dan Phuong district after converting to a two-level management model - and many commune officials came to the new headquarters to work.

According to the policy, after the conversion, Dan Phuong district will have 3 new communes: Dan Phuong, O Dien and Lien Minh. Temporarily, the working headquarters of the Party Committee, People's Council and Fatherland Front Committee of O Dien commune will be located at the headquarters of Ha Mo commune (old) and the People's Committee of O Dien commune will be assigned to the headquarters of Tan Hoi commune (old). Currently, the commune officials are urgently renovating the new headquarters, dismantling the old headquarters sign, installing a new headquarters sign and a system of signboards, decorating the red flag and national flag at the new headquarters so that local people can get information.

“During this period, we focus on disseminating information about the new commune’s working location to the people. Specialized departments are also working hard to complete the conversion work, ready to support people in resolving related administrative procedures after the two-level government comes into operation from July 1. We disseminate information to people about the new commune, its model, operation methods, new headquarters with a one-stop department for handling administrative procedures... through both vivid visual forms such as hanging banners, installing signs, and hanging flags at the headquarters. In addition, old and new leaders are also working hard to direct relevant units after the conversion to urgently complete the preparation work. We have established the Fanpage “O Dien - Hanoi ” and TikTok and Zalo pages to strengthen dissemination and support for people in the coming time,” Ms. Bui Thi Quyen shared.

Meanwhile, in Da Phuc commune - one of the five new communes of Soc Son district after converting the management model from July 1 - preparations for operating under the new management model from July 1 have also been completed.

The headquarters of Da Phuc commune is located at the People's Committee of the old Xuan Giang commune. Standing Deputy Secretary of Da Phuc commune Tong Giang Phuc said that the locality has prepared facilities and conditions for the local authorities of the communes to start operating from July 1. At this time, Da Phuc commune and the new communes in the area have carried out cleaning and decorating the headquarters, preparing facilities, ensuring convenience for people and businesses when coming to work.

Mr. Tong Giang Phuc also said that the system of cultural institutions in the new commune basically ensures criteria such as: Each village and residential area has a cultural house, stadium, playground, and outdoor sports equipment.

“We are trying to improve cultural institutions based on old infrastructure to ensure that people's daily activities are not disrupted. During the management process, we continue to improve cultural institutions, review the heritage system, and tourism infrastructure in the area to have a plan for local socio -economic development,” said Mr. Tong Giang Phuc.

Urgently overcome difficulties

Currently, new communes and wards in Hanoi have basically completed preparations and refurbished their headquarters, gradually overcoming difficulties and challenges.

According to Ms. Bui Thi Quyen, Director of the Cultural Center of O Dien Commune, the current difficulty of the commune is that the infrastructure conditions in the new commune are still lacking, many institutions in O Dien commune do not exist such as: Library, stadium, communal cultural house... Therefore, in the coming time, the O Dien commune government will make efforts to operate and manage in a new form, and will gradually perfect cultural institutions. "From July 1, when the new commune government comes into operation, clearly assigning specific tasks to each department and professional office, we will review cultural institutions, relic systems, tourist attractions in the area... to have a direction to adjust and develop the grassroots cultural life for the people in accordance with the new situation. We try to stabilize and develop the local cultural life", Ms. Bui Thi Quyen shared.

Regarding the work in the coming time, Standing Deputy Secretary of Da Phuc Commune Tong Giang Phuc also said that the current difficulty of the locality is that the new staff of the commune needs to be trained and improved in capacity to serve the people. “Da Phuc is a purely agricultural commune, living mainly on rice cultivation. In order to develop, the new management apparatus of the commune and the people need to change both their awareness and working style. We are making efforts to improve the expertise and professionalism of cadres and employees to meet new requirements, especially the application of science, technology, and digital transformation to serve the people in new requirements,” Mr. Tong Giang Phuc shared.

Meanwhile, Mr. Truong The Huu, Director of the Cultural - Sports Center of Ung Thien Commune - one of the four new communes of Ung Hoa district that will come into operation from July 1, said: Currently, the preparation and renovation of the headquarters and related work of Ung Thien Commune have been completed. The commune's staff and employees are ready to take on new work. All propaganda and information work about the commune's activities are regularly organized by the Cultural - Sports Center of Ung Thien Commune on channels such as website, Fanpage, Zalo, etc.

“Currently, the commune is still facing difficulties in infrastructure and human resources, especially the Cultural - Sports Center still lacks technical equipment to serve propaganda work. However, we are trying to overcome and improve our skills to ensure propaganda work according to new requirements,” Mr. Truong The Huu informed.
