The document clearly stated that, in order to prepare conditions for the celebration, the city is actively coordinating with ministries, departments, branches and relevant agencies to build event areas, grandstand areas, arrange accommodation and vehicles for parades, processions, and transport of delegates and people... before and during the celebration.

Therefore, ensuring security and safety must be given top priority. During the preparation process as well as during the entire duration of the celebration activities, safety plans must be ready, absolutely not allowing incidents to occur, especially fires, explosions, and accidents that may occur, and must be promptly handled and resolved from the beginning.

At the same time, to proactively prevent fires, explosions, and accidents at event venues and celebration activities, the City People's Committee assigned the Department of Industry and Trade and Hanoi Electricity Corporation to be responsible for propagating and checking electrical safety at locations, accommodation facilities, and travel routes; coordinating electrical inspections at construction sites, stages, and screens; inspecting and directing petroleum, gas, and chemical facilities to ensure fire prevention and fighting, etc.

The City People's Committee assigned the Department of Construction to coordinate with the City Police to inspect fire prevention and fighting at accommodation facilities, activity areas, and travel routes; inspect the safety of the grandstand and stage structures; and review the safety of vehicles and parking lots serving the celebration.

The Department of Culture and Sports is responsible for coordinating fire safety inspections of model cars, ceremonial vehicles, and outdoor performance equipment installation locations...

The Management Board of High-Tech Parks and Industrial Parks of the city inspects, guides and urges infrastructure enterprises to ensure fire prevention and fighting safety.

Hanoi Transport Corporation inspected and ensured safety for vehicles transporting delegates, delegations, and units participating in the parade, from providing fire-fighting equipment to training skills for drivers and service staff.

People's Committees of communes and wards inspect fire prevention and fighting at the venue, accommodation, and travel routes; develop plans to mobilize on-site forces and means; propagate and remind not to burn garbage and scrap that affects fire prevention and fighting safety.

The City Police is the unit in charge, coordinating with other sectors to establish and implement plans to ensure fire prevention, fire fighting, rescue, security and order at all locations where commemorative activities take place.
