Delegate Nguyen Thi Quyen Thanh (Vinh Long delegation) emphasized that universalizing preschooleducation for children from 3 to 5 years old is a correct policy, implementing social justice and sustainable development. In recent years, the network of preschool education facilities has developed widely, increasingly meeting the needs of sending children to school. The current preschool education system has a good foundation to expand the universalization target. Delegate Nguyen Thi Quyen Thanh suggested that it is necessary to develop a project to universalize preschool education for preschool children from 3 to 5 years old, in which it is necessary to fully and comprehensively assess the current situation and needs, ensure feasibility and not overlap with the programs and projects that have been issued. Along with that are strategic solutions to not only complete the goal of universalizing preschool education for children from 3 to 5 years old on schedule but also create a high-quality, sustainable preschool education for the future generations of the country.
One of the issues many delegates The National Assembly mentioned that when mentioning preschool education, children in remote, disadvantaged areas and children in special circumstances are not as complete and healthy as normal children. There are still many children in these cases who have not been to school, so it is necessary to pay more attention and create more favorable conditions for the Party, the State and the community. It is necessary to prioritize the development of preschool education in mountainous areas, ethnic minority areas, islands, border areas, where socio -economic conditions are still difficult. In addition, there are localities with many industrial parks and export processing zones to ensure that children of workers and laborers can go to school.
Mechanisms and policies for investing in the network of schools, classes, minimum facilities and ensuring operating costs for public preschools also need to be further focused on and facilitated. Along with that, there needs to be priority and support policies for cadres, teachers and staff in preschools so that teachers and staff in the education sector can ensure their lives, feel secure in their dedication and commitment to their schools and classes. In order for policies to be put into practice, there needs to be commitment and synchronization from implementation policies to proposed solutions, especially strict supervision and implementation from the local level.
