According to Mr. Nguyen Quang Huy - Deputy Head of the Ho Chi Minh City Market Management Department (QLTT), after the peak month of inspection and drastic handling of trade fraud, counterfeit goods... (May 15 - June 15), QLTT continues to coordinate with relevant units to trace and manage the quality of goods on cyberspace, especially e-commerce platforms and social networks.
Mr. Huy assessed that handling counterfeit goods on digital platforms is difficult, because sellers often hide their identities, do not leave clear transaction information, and are difficult to verify and trace. Meanwhile, with economic difficulties, a segment of consumers have become accustomed to choosing cheap, counterfeit products at low costs, without fully assessing the risks of safety and quality when using counterfeit goods. This inadvertently creates conditions for counterfeit goods, fake goods, goods of unknown origin, and poor quality to continue to infiltrate and circulate in the market.
In addition, counterfeit goods are increasingly sophisticated, causing confusion with genuine goods, requiring support from technical equipment and the company that owns the rights. In recent times, handling in some areas has been difficult due to the lack of cooperation of businesses, avoidance, and various forms of coping when the authorities inspect.
In fact, the inspection and handling of violations in the field of e-commerce faces many difficulties, due to the difficulty in preserving and storing evidence of violations, especially fresh food, for examination and verification, due to the lack of specialized storage facilities.
The Deputy Head of the HCM City Market Management Department said that market management officers are being trained in-depth skills in monitoring, tracing and collecting information on the internet environment, especially e-commerce platforms and social networks, including understanding new tricks, anonymous methods and cross-border transactions.
Market management also deploys AI tools to automatically detect the sale of counterfeit and banned goods on social networks and e-commerce platforms. At the same time, technology is used to analyze the rules and tricks of traders, make predictions and develop inspection and control plans.
Mr. Nguyen Nguyen Phuong, Deputy Director of the Department of Industry and Trade of Ho Chi Minh City, said that in order to manage the quality and price of goods and prevent counterfeit goods on the internet, the Department is preparing to launch the "Green Tick for e-commerce responsibility" program. From here, business standards will be established for three main groups of subjects: e-commerce platforms, sellers, affiliate marketing businesses, and KOL/KOC.
Goods with green ticks will also help consumers easily identify reputable businesses and quality products.
According to statistics from the HCM City Market Management Department, during the peak month from May 15 to June 15, the authorities inspected 137 cases, all 137 cases were found to have violated and were handled. With the amount of administrative violation handled at 4.68 billion VND; the budget collected 1.33 billion VND.
In the first 6 months of the year, the Market Management Department inspected 533 cases, detected and handled 526 violations. The total amount of administrative fines was 19.93 billion VND. There were 4 cases transferred to the investigation agency because of signs of criminality.
The food, functional food, and cosmetic industries that directly affect the health and lives of consumers are facing many violations.
For example, in Binh Tan district, Market Management discovered more than 28,000 packages of gummy candies of unknown origin, more than 2 tons of dried red apples. In Hoc Mon, more than 19,000 units of health protection products were discovered. Thu Duc city discovered 6 tons of salted chicken, boneless chicken feet of unknown origin...
