On October 30, a source from the Thanh Hoa Provincial Department of Health said that the department's inspectors had just announced the conclusion of an inspection of the performance of assigned functions and tasks and the work of preventing corruption and negativity at the Thanh Hoa Medical Examination Center, discovering many shortcomings and violations there.
According to the conclusion of the Health Department Inspectorate, in 2022 and 2023, Mr. Nguyen Van Tai - Director of Thanh Hoa Medical Assessment Center, permanent vice chairman of the Provincial Medical Assessment Council - self-corrected 29 assessment results of 29 cases, changing the assessment results so that these cases could benefit 459 million VND.
Specifically, in 2022, Mr. Tai revised 9 cases, in 2023, revised 20 cases, including 24 cases of disability assessment, 2 cases of occupational accident assessment, and 3 cases upon request.
The cases are permanent residents in Hau Loc, Hoang Hoa, Thieu Hoa districts, Thanh Hoa city...
While working with the Department of Health inspection team, Mr. Nguyen Van Tai admitted to editing and changing the examination content and assessment results in the medical assessment records sent to 29 subjects compared to the medical assessment records kept in the assessment records.
The cases were corrected to change the assessment results from mild to severe disability, from severe disability to extremely severe disability, and the corrections changed the body damage rate to be higher than the actual assessment results.
The purpose of correcting and distorting the disability and physical injury rates of the person being assessed is to help the person being assessed benefit from the State's policies and regimes.
Preliminary calculations show that the total amount of money that the subjects have benefited from correcting the medical examination results is 459 million VND (as of September 30, 2024).
Transfer the file to the police investigation agency
The Health Department Inspector also pointed out that in the process of implementing the assessment for those in need, the Thanh Hoa Medical Assessment Center still made many mistakes such as the medical assessment records still had some blank items , the summary of assessment results in the records did not record or did not fully record the physical injuries calculated based on injuries, diseases, and disabilities , the current examination results section in the consultation minutes of some records did not specifically record the medical history and current examination results.
Some records incorrectly recorded the results of professional consultations and the conclusions of the medical council in the summary of the assessment records . The examinations for disabled people had similar physical injuries but the conclusions of the assessment of the level of disability were different.
The Thanh Hoa Health Department Inspectorate has recommended that the department director withdraw the medical examination records sent to 29 cases; notify the localities of the 29 known cases to withdraw the medical examination results records, and return the illegal profits.
The Health Department Inspectorate has also transferred the case file to Thanh Hoa Provincial Police to investigate and clarify Mr. Tai's violations.
