White Pheasant has been reclassified from group IB to group IIB from 1-7-2025

White pheasant is listed in Vietnam's Red Book and according to a new circular from the Ministry of Agriculture and Environment, this species is in group IIB - which means restricted exploitation and use for commercial purposes.

According to information from the Vietnam Red Book, the white pheasant's scientific name is Lophura nycthemera, belonging to the class Birds, order Fowl.

In Vietnam, white pheasants are distributed in the Northwest, Northeast and Central regions. In addition to Vietnam, this species is also found in China , Myanmar, Thailand, Laos and Cambodia.

They usually live in evergreen broadleaf forests, semi-evergreen forests, secondary forests, mixed deciduous forests. Their main food is cereals, insects, reptiles, frogs, toads, fruits, seeds and earthworms.

White pheasants usually lay eggs from about February to June, each clutch usually contains 4-10 eggs.

The Vietnam Red Book classifies the White Pheasant as Vulnerable (VU). They have a wide distribution area but their population is declining due to habitat loss and hunting for food and ornamental purposes. The estimated population size is less than 10,000 individuals and the number of mature individuals in each subpopulation is <1,000 (according to the C2a(i) criterion).

According to Decree 84/2021/ND-CP dated September 22, 2021 of the Government regulating the list of endangered, precious and rare forest animals and species (abbreviated as Circular 84/2021), white pheasant belongs to group IB (strictly prohibiting the exploitation and use of specimens exploited from nature for commercial purposes).

However, the Ministry of Agriculture and Environment has issued Circular 27/2025/TT-BNNMT regulating the management of endangered, precious and rare species; raising common wild animals and implementing the Convention on International Trade in Endangered Species of Wild Fauna and Flora (abbreviated as Circular 27/2025) effective from July 1, 2025.

It clearly stipulates endangered, precious and rare forest animals in groups IB and IIB (restricted exploitation and use for commercial purposes).

Specifically, there are 109 species in group IB. For example, in the order Poultry, the family Pheasant has 7 species, including peacock, red-necked partridge, white-crested blue pheasant, yellow pheasant, red pheasant, crested pheasant, and purple pheasant.

In addition, many familiar wild animals such as the jade-throated laughingthrush, orange-breasted laughingthrush, mountain-throated laughingthrush, black-headed laughingthrush with grey cheeks... are also included in this list.

For group IIB, there are 187 species of wild animals. In which, the order Fowl, family Pheasant includes the species white-throated partridge, mahogany-breasted partridge, red-throated partridge, black-throated partridge, purple-sided pheasant and white pheasant.

Thus, from July 1, 2025, the white pheasant will be transferred from the list of endangered and rare species from group IB to group IIB.

Why from July 1, Circular 27/2025 will be applied instead of Decree 84/2021?

Speaking to the press, Mr. Nguyen Huu Thien - Deputy Director of the Department of Forestry and Forestry (Ministry of Agriculture and Environment) - said that on June 12, the Government issued Decree No. 136/2025/ND-CP regulating decentralization and delegation in the fields of agriculture and environment (referred to as Decree 136/2025).

Article 20 of Decree 136 has delegated the authority to the ministry to prescribe the list and management regime, protect endangered and rare species (including species prioritized for protection) and enforce the CITES convention.

Next, Clause 1, Article 63 of Decree 136 stipulates: "Legal documents and administrative documents of state agencies and authorized persons issued before the effective date of this Decree shall continue to be effective until the state agencies and authorized persons issued replacement documents in accordance with the provisions of this Decree, except for the case specified in Clause 3, Article 62 of this Decree."

"Accordingly, when Circular 27/2025 comes into effect, it will be implemented according to this Circular. Decree 06/2019, Decree 84/2021, Decree 160/2013, Decree 64/2019 will be abolished by another decree and this decree is currently being revised by the Ministry" - Mr. Thien informed and said that from July 1, the list of endangered, precious, and rare species, including white pheasants, will be applied according to the provisions of Circular 27/2025.
