On June 30, the Chairman of Thanh Hoa Provincial People's Committee signed a Decision approving the adjustment of the Resettlement Area project to serve the land acquisition and clearance for the project to restore the Trinh Palace relic site, Vinh Hung commune, Vinh Loc district (now Bien Thuong commune).

The adjustment is made to ensure the legal basis, in accordance with the actual situation and the province's directive policy in Official Dispatch No. 12522/UBND-CN dated August 26, 2024.

According to the adjustment decision, the project implementation period is extended from the milestone of "completion in 2024" to "until the end of September 2025".

At the same time, the total investment after adjustment is 63,225,712,000 VND. Of which, the compensation cost for site clearance is adjusted to increase to 11,489,018,000 VND; construction cost is 41,684,543,149 VND; equipment cost: 684,401,000 VND; project management cost: 848,689,000 VND; construction investment consulting cost: 2,734,420,000 VND; other costs: 1,954,871,000 VND; and contingency cost is 3,829,770,000 VND.

The above adjustment comes from practical requirements arising during the implementation process. Specifically, it is necessary to add more costs to carry out compensation and site clearance work due to price fluctuations, and at the same time, reduce some construction and installation costs that are no longer appropriate according to the Conclusion of the State Audit Office of Region XI.

The adjustment also aims to ensure the progress, quality and efficiency of project investment in the context that the District People's Committee is in the process of restructuring according to the two-level local government model.

Thanh Hoa Provincial People's Committee assigned Vinh Loc District People's Committee (before July 1), the unit assigned to be the project investor, to take full responsibility before the law for the content and accuracy of the documents submitted for appraisal and approval; at the same time, preside over the allocation of capital from the district budget according to the implementation progress, not allowing any outstanding debts for basic construction.

In case the district-level People's Committee ceases its operations according to the organizational reform roadmap, the unit assigned by the competent authority to receive the task of capital allocation will be responsible for inheriting and ensuring resources to continue implementing the project in accordance with regulations.

In addition, the receiving unit and the continuing investor must also fully implement the next steps in accordance with the process, complete the remaining items on schedule, and at the same time, based on the actual situation, consider and decide to extend the contract implementation period for the bid packages, ensuring full compliance with current regulations.

The Resettlement Area Project serving land acquisition and compensation for the restoration of Trinh Palace Relic Site is an important project associated with the preservation and promotion of the special historical and cultural values ​​of Thanh Hoa province.

This adjustment is expected to remove obstacles in implementation, ensure accelerated construction progress, stabilize the lives of people in the affected area and soon complete the project, making an important contribution to preserving the cultural heritage of Thanh Hoa province.
