Accordingly, implementing Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, Official Dispatch No. 380-CV/DU, dated August 18, 2025 of the Government Party Committee on implementing the Communication Plan to promote interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system; based on Plan No. 02-KH/BCĐTW, dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system (hereinafter referred to as Plan No. 02); To implement Communication Plan No. 03-KH/BCĐTW, dated July 28, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the apparatus of the political system (hereinafter referred to as Plan No. 03), the Party Committee of the Ministry requests that affiliated party organizations implement the following contents:
Strengthening direction, dissemination and implementation of communication work on promoting digital transformation in a fast, synchronous and effective manner to meet the requirements of restructuring the political system's apparatus:
Continue to thoroughly grasp the guiding viewpoints, requirements, goals and tasks of Plan No. 02; raise awareness and responsibility of Party committees, Party organizations, leaders and all cadres, Party members, civil servants, public employees and workers about the meaning, importance and key role of interconnected, synchronous, fast and effective digital transformation associated with the process of reorganizing the apparatus of the political system.
Organize unified, synchronous, focused, timely, accurate communication, suitable for each stage of implementing Plan No. 02; create social consensus, mobilize the active participation of press agencies and the entire political system; contribute to spreading the spirit of innovation, promoting digital transformation to become an important driving force to improve the effectiveness and efficiency of the state apparatus.
Proactively develop specific communication plans, closely following the functions, tasks and characteristics of each agency, unit and enterprise; arrange personnel, means, budget and necessary resources; clearly identify communication objects; innovate forms to make them easy to access, easy to understand and easy to remember; maximize modern media and digital platforms.
Clearly assign responsibilities to each collective and individual; link communication work with inspection, supervision, interim and final review and evaluation of implementation results; promptly commend and replicate effective models and creative approaches during the deployment and implementation process.
Content and form of propaganda according to Plan No. 03-KH/BCĐTW, associated with the characteristics of agencies, units and enterprises.
Extensively propagate to cadres, party members and workers throughout the Party with the following key contents:
Clarifying the meaning, importance, role and benefits of interconnected and synchronous digital transformation in the political system for leadership, direction and administration; improving the quality of service to people, businesses and the whole society.
Fully disseminate the guiding viewpoints, objectives, requirements, task groups, and solutions of Plan No. 02; pay attention to the progress of implementing key task groups, affirming that this is an important and urgent political task to arrange and streamline the apparatus organization in a modern, effective, and efficient direction.
Disseminate the results of implementing comprehensive online public services; the use of public services in the digital environment; new technology solutions applied; results of urging the implementation of Plan 02 in ministries, branches and enterprises.
Party Committee of the Ministry of Culture, Sports and Tourism: Propaganda, mobilization, collection, submission, donation of documents, materials, and artifacts to build the Museum of the Communist Party of Vietnam
Introduce and disseminate advanced examples, effective models, and creative approaches; encourage and promote typical initiatives in digital transformation implementation in ministries, branches, and enterprises; link communication content on digital transformation with propaganda on political tasks, patriotic emulation movements, major events, and national holidays; ensure consistency, unity, and create social consensus.
Timely detect, proactively combat and refute wrong views, toxic information and distorted perceptions related to the implementation of Plan No. 02.
Proactively select propaganda forms appropriate to the characteristics, functions and tasks of each agency, unit and enterprise; ensure synchronous, creative and effective implementation, focusing on the following contents:
Diversify forms of propaganda, flexibly combine direct and online; integrate propaganda content on digital transformation into specialized activities of Party cells, mass organizations, as well as cultural and artistic activities, emulation and reward activities and movements of agencies, units and enterprises.
Organize the production and release of modern media products such as infographics, video clips, reports, short films, internal newsletters, podcasts, etc.; the content must closely follow the goals, requirements and tasks of Plan No. 02, ensuring brevity, accuracy, appeal, ease of understanding, ease of remembering and suitability to the characteristics of each group of information recipients.
Build and maintain specialized pages, columns, and periodic newsletters in newspapers, magazines, websites, and social networks of each agency, unit, and enterprise; promptly update progress, implementation results, lessons learned, and good models in implementing Plan No. 02; encourage cadres, party members, and workers to actively participate, share, and spread positive information, images, and stories about digital transformation, contributing to creating a widespread communication effect throughout society.
The Press Department, the Department of Radio, Television and Electronic Information; the Department of Grassroots Information and External Information: Direct and guide press agencies and grassroots information systems nationwide to effectively carry out propaganda work on the Plan; coordinate to promptly handle inaccurate reflections that cause negative impacts on public opinion.
