Dong Thap to test new commune and ward operations from June 16

(Chinhphu.vn) - The Standing Committee of Dong Thap Provincial Party Committee has just concluded on focusing on and speeding up the implementation of the apparatus arrangement and the 2-level local government model.

In particular, the Standing Committee of the Provincial Party Committee agreed on the time to announce the decision to end the activities of the Party Committees of districts and cities under the Provincial Party Committee and establish new Party Committees of communes and wards under the Provincial Party Committee; decided to appoint personnel to participate in the executive committee, standing committee, and inspection committee of the newly established Party Committees of communes and wards on June 15, 2025.

The announcement date of decisions on positions of People's Council and People's Committee at commune level is June 16, 2025.

The trial operation period of the merged communes and wards is from June 16 to June 30, 2025. Immediately after the announcement of the decision to establish the Party Committees of the new communes and wards, the Working Groups of the Provincial Party Standing Committee will work directly with the Party Executive Committees of each commune and ward to inspect the implementation, direct and support the removal of difficulties.

During the trial operation period, conduct weekly online meetings on Thursday afternoons to grasp the situation, orient and direct activities, and remove difficulties and obstacles (if any).

On July 1, 2025, the newly established communes and wards will officially come into operation.

The Standing Committee of the Provincial Party Committee assigned the Standing Committee of the Provincial People's Committee to urgently complete the implementation of policies and regimes for personnel who wish to retire early or resign due to organizational restructuring, ensuring timeliness and compliance with regulations. Complete the arrangement of personnel for newly established communes and wards according to authority. Quickly inspect the preparation of necessary conditions to ensure immediate and effective operations in communes and wards after the merger.

In particular, special attention should be paid to the status of facilities, working conditions, information technology infrastructure, especially the level of task performance at public administrative centers to ensure that all activities of receiving and handling administrative procedures are not interrupted.

At the conference, leaders of a number of specialized agencies of the People's Committee of Dong Thap province deployed and guided the tasks of reorganizing the apparatus and implementing the 2-level local government model.

In particular, instructions on the arrangement of the apparatus and personnel; operating conditions and implementation of functions and tasks of the Commune-level Public Administration Service Center; citizen reception, handling of complaints and denunciations of citizens at the commune level; ensuring information technology infrastructure, the use of software in the implementation of activities of the Commune-level People's Committee and the Commune-level Public Administration Service Center; the issuance and revocation of seals of local agencies and units; facilities, means, equipment, finance for the operation of the 2-level government model, etc.

Districts and cities are requested to have more specific instructions so that localities can easily implement them; soon have instructions on arranging specific Associations in localities as well as soon have instructions on arranging groups of non-professional activists at the commune level, etc.

Speaking at the Conference, Chairman of Dong Thap Provincial People's Committee Tran Tri Quang requested the Departments, branches and localities to urgently implement the task of arranging the apparatus and operating the 2-level local government model, without interrupting the state management tasks in the province; the provincial Departments, branches and the Provincial People's Committee Office have detailed instructions for each task for localities to implement.

The Chairman of Dong Thap Provincial People's Committee assigned the Department of Home Affairs to promptly submit personnel work of communes and wards and resolve policies for officials; localities to review the material conditions of new facilities; perform well the financial and budgetary work when implementing the arrangement; resolve administrative procedures, complaints and denunciations of people to avoid interruptions and inconvenience to people when implementing the arrangement.
