This Circular, effective from July 1, 2025, ensures continuous and smooth operation of agencies and units, without affecting social activities in the process of implementing two-level local government.

The highlight of Circular 41/2025/TT-BTC is that regional state treasuries and transaction offices will be responsible for entering and approving commune-level budget estimates on the TABMIS system, as well as entering payment orders.
Regulations relating to district-level agencies and district-level budgets will be abolished or amended to conform to the new organizational structure.
Units and organizations can register and use accounts at the treasury where the unit has its headquarters or a convenient place for transactions.
The regulation requiring the consent of the superior state treasury when registering an account in another locality has been abolished, creating more favorable conditions for transaction units.
Regulations related to district-level agencies and district-level budgets will also be abolished or amended.
The Circular amends the budget table of contents to track funding for activities on science , technology, innovation and digital transformation, in accordance with new provisions of the State Budget Law and the Law on Science, Technology and Innovation.
The revised contents include amending and supplementing a number of types and items in the state budget directory to manage estimates and expenditures on science, technology, innovation and digital transformation.
This contributes to strengthening expenditure management for these areas in the coming time.
