Flooding and subsidence threaten nearly 1,600 people

Quang Bi, one of three communes in the old Chuong My district located in the flood center of the Bui River, is often affected by forest floods from Phu Tho province. Early this morning (September 3), the water level on the Bui River at Yen Duyet station was 7.22m, 0.22m higher than the level III flood warning. The rising water level of the Bui River has caused 340 households in the villages of Dong Dau, Dun, Ben, Dam, Moi, and Giua to have their houses and roads flooded, affecting nearly 1,600 people. Five bridges across the Day River were flooded, and the yard of Quang Bi Primary School in village 5 was also submerged in water.
In particular, in village 2, there was a subsidence incident of about 400m2 of land, the unfinished housing construction project was damaged by the concrete pile system... The commune People's Committee urgently cordoned off the area, placed warning signs, evacuated people, and reported to the city for early handling.

Sandbags lined up along the dike and boats carrying people in and out of flooded areas have become familiar images in recent days.

Meanwhile, the Northern Hydrometeorological Station forecasts that it will not be until September 4 that the flood on the Bui River will recede below the level III flood warning. At the same time, it warns that the receding flood will reduce flooding in residential areas, but increase the risk of landslides and riverside structures, threatening the safety of flood-control dykes...
Proactive and flexible response to natural disasters

Speaking to reporters of the Hanoi Moi Newspaper, Chairman of the People's Committee of Quang Bi Commune, Bui Manh Thang, said that for nearly a week now, the flood level of the Bui River has exceeded alert level III. However, up to this point, Quang Bi Commune has had no human casualties, no households have lacked food or drinking water, and no outbreaks of disease... According to comrade Bui Manh Thang, this is the result of solidarity, proactiveness, and flexibility in prevention and response...

In fact, for nearly a week, the entire political system of Quang Bi commune has been “sleeping” to closely monitor the developments and forecast floods; fully prepare forces, means, and materials to raise the roadbed and dykes to prevent the Bui River from flooding into villages and fields. All members of the commune’s Civil Defense Command spread out to the grassroots to check and count residential areas and households at risk of deep flooding; direct the commune’s disaster prevention and control shock force to support people in moving their belongings to high-rise buildings. Children and relatives in highland areas proactively welcome relatives from flooded areas to stay.

Lieutenant Colonel Nguyen Duy Dong, Head of Quang Bi Commune Police, said that in addition to participating in dyke protection and assisting people in moving people and property to safety, the Commune Police force also strengthened security and order, especially protecting the property of evacuated households; coordinated in reviewing the list so that the authorities could promptly pay National Day gifts from the Government.
In addition, Quang Bi commune has checked and provided 260 bottles of drinking water, nearly 100 flashlights, 100 packs of candles, disinfectants and many essential medicines...

The People's Committee of Quang Bi commune has also issued a document directing the remediation of the subsidence incident at Rang Ngai, requesting the temporary suspension of business and trading activities and the relocation of people from the dangerous area, and at the same time requesting the city and departments and branches to promptly support in determining the cause, implementing remedial measures, and helping people stabilize their lives.
Talking to a reporter from Hanoi Moi Newspaper, Mr. Nguyen Dang Hoach, a resident of Dong Dau village, said: “Living along the river, we are used to floods. This year, thanks to the attention of the commune, regular updates on the situation, guidance on moving assets and arranging support forces, people feel much more secure. Seeing the militia, police and people raising the dike and building sandbags all night long, we are more confident and ready to contribute to protecting our fields and villages.”
The above facts show that when the government is close and timely and the people are united and unanimous, Quang Bi completely overcomes the harsh challenges of the weather, building a safer homeland against natural disasters.
