Businesses propose a platform to manage short-term apartment rental services to prevent tax losses

(NLDO) - SignIn is introduced as a bridge between homeowners, tenants, management boards, authorities, businesses and short-term apartment rental activities.

Faced with the complicated situation of short-term apartment rental activities, which are difficult to control and pose many risks in terms of security and tax management, Premier Enterprise Management Solutions (Premier EMS) has just sent a document to the Ho Chi Minh City People's Committee and the Ho Chi Minh City Real Estate Association (HoREA), proposing to deploy a digital platform called SignIn. This is a technological solution to help manage short-term accommodation in a transparent and safe manner, while aiming to develop a smart urban ecosystem.

This proposal is based on the implementation of Decision 26/2025/QD-UBND of Ho Chi Minh City regarding the management of apartment buildings, which emphasizes the need to strictly control short-term rental activities. Premier EMS affirms that the SignIn platform will support functional agencies, building management boards and local authorities in managing residents, fully collecting taxes, while ensuring residential safety and contributing to maintaining urban order.

SignIn is a technology platform developed by a team of domestic engineers, with all data stored and processed in Vietnam, complying with regulations on information security and confidentiality according to current laws.

The landlord uses the app to declare tenant information, including full name, ID card or passport number, and length of stay. Tenants will check in via QR code at the apartment or reception hall. The system automatically compares information between the landlord and the guest, and warns when there are signs of missing or incorrect declarations.

In addition, SignIn also provides accommodation reports, revenue statistics, and allows the integration of services such as car booking, dining, and healthcare, creating an ecosystem serving residents and guests.

Many apartment buildings have banned short-term apartment rentals.

The platform also acts as a connection between many stakeholders in the residential management system: from homeowners, tenants, building management to local authorities and service businesses. In particular, the application can automatically send guests' accommodation information to local police, and support displaying building regulations in multiple languages to serve international guests.

Notably, Premier EMS committed to covering all costs of developing the application and related infrastructure, and proposed to coordinate with the Ho Chi Minh City People's Committee, HoREA and related departments and agencies to organize a detailed presentation of the solution. The company also wishes to pilot the platform in a number of apartment buildings with a high short-term rental rate, with support from the ward and district authorities and building management boards to ensure effective implementation.

Previously, Mr. Le Hoang Chau, Chairman of HoREA, also sent a document to the Ho Chi Minh City People's Committee, requesting consideration of allowing the use of apartments for short-term rental to meet actual needs, while at the same time providing effective management solutions, aiming to develop this type of accommodation in a safe and healthy manner, contributing to promoting tourism in the city.
