“ Extended arm” of digital government
With their youth, enthusiasm, understanding and responsibility, the Youth Union members are becoming an "extended arm", contributing with the local authorities in Lam Dong province to promote the process of receiving documents and providing public services more quickly and conveniently for people at the Public Administration Service Centers.
At the Cat Tien 3 Commune Public Administration Service Center (Lam Dong Province), there are always 4-5 Youth Union members on duty to support people with related tasks when they come to handle administrative procedures such as: supporting people to register, retrieve passwords for electronic identification accounts (forgotten) and online public service accounts. In addition, they also guide people to submit documents online, look up administrative procedures and use digital utilities on smartphones easily.

Ms. Vo Thi Ly, Secretary of the Youth Union of Cat Tien 3 commune, said: "From July 1st to now, the Youth Union of the commune has mobilized more than 20 Youth Union members to divide into groups to work daily at the Public Administration Service Center of the commune to support people in performing online public services. Through this activity, it contributes to promoting the spirit of vanguard and volunteerism of young people in implementing digital transformation and the 2-level local government model in the locality. The above meaningful activities have also been effectively implemented by the Youth Union members, with a high sense of responsibility to serve people when they come to handle administrative procedures in the localities where we are present such as Cat Tien commune, Da Teh commune, Da Huoai commune, Da Huoai 3 commune, Bao Lam 1 commune, Bao Lam 3 commune".

According to Cat Tien commune, on average, each day, the Commune Public Administration Service Center receives 50-55 people coming to do procedures. Along with the officials and civil servants here, from early morning, the Youth Union members of the Community Digital Transformation Team were present to assign tasks and support people according to specific needs such as: Guiding to the right counter to carry out procedures, supporting in writing documents, helping the elderly register online; at the same time, supporting people to retrieve forgotten passwords of electronic identification accounts (VNeID)...

Present to support people at the Cat Tien Commune Public Administration Service Center, Ms. Pham Thi Thuy, Secretary of the Buon Go Village Youth Union, shared: "Before volunteering to support people, we were all thoroughly trained on how to use online public services. Union members and young people are the ones who approach people when they come to carry out administrative procedures. Therefore, we all always remind each other to maintain a cheerful and enthusiastic attitude, creating trust and comfort for people; at the same time, support people as best as possible to resolve administrative procedures quickly and effectively."
Trusted and highly appreciated by the people
According to actual records in remote communes in Lam Dong province, the Youth Union not only participates in providing technical support and procedural guidance but also propagates and mobilizes people to actively use online public services. Thereby, gradually creating a habit for people to proactively access digital government. Accordingly, after a period of participating in supporting people, the Youth Union of communes coordinated with the Public Administration Service Center to organize experience sharing activities; at the same time, training for the Youth Union members to master the skills and operations when supporting people to use public services faster and more effectively.

Mr. Nguyen Van Dien (71 years old, residing in Cat Tien commune, Lam Dong province), shared: “After the merger, I went to the Public Administration Service Center of the commune to do the judicial record procedure, but because I am old and not familiar with information technology, I was very worried because I did not know how to carry out the procedure. Thanks to the enthusiastic guidance of the Youth Union members, it only took me about 20 minutes to complete the procedure. I hope this support model will be maintained for a long time so that people can gradually get used to the new administrative procedures, especially to support the elderly like me.”

Similarly, Ms. Pham Thi Hoa (81 years old, living in Da Teh commune) said: When she came to the Public Administration Service Center, she was enthusiastically supported by the Youth Union members in the process of completing the birth registration procedures for her grandchild, so she did not have to edit the documents or go back and forth many times. She is old and not proficient in information technology, so thanks to the support of young people, everything went smoothly and quickly.

Or in the case of Ms. Ka Hien (residing in Bao Lam 3 commune), when she came to resolve administrative procedures related to land inheritance, the Youth Union members wrote the documents and procedures to forward to the Branch of the Land Registration Office located in Bao Lam 1 commune. “At first, I did not know what documents and procedures were needed for land inheritance, but when I came to the Public Administration Service Center, I was enthusiastically supported by the officers, civil servants and Youth Union members here. Thanks to that, it only took me more than 30 minutes to complete the documents to send by post to the Branch of the Land Registration Office, saving me from having to go back and forth many times,” Ms. Ka Hien expressed.

Through activities and tasks to support people in getting acquainted with digital government, local youth not only play a pioneering role, but also contribute to sharing digital knowledge and skills, helping people easily access administrative procedures. From there, local governments build digital government and gradually support people to become "digital citizens" in the future.
