Accordingly, the project implementation progress is adjusted to December 8, 2025 and divided into two phases. Specifically, from 2015 to May 2025, the investor will carry out investment preparation procedures such as renting houses, renting land, preparing and submitting for approval of planning, environmental impact assessment... and building 6 villas. And from June 2025 to December 8, 2025, the investor will carry out procedures to adjust detailed planning, apply for construction permits and implement construction of the remaining construction items, complete the landscape, and put the project into operation.

The Provincial People's Committee requested Da Lat Five Star International Joint Stock Company to urgently complete related procedures and deposit a guarantee for project implementation of more than VND 4 billion within 15 days from the date the adjustment decision was issued. At the same time, the enterprise must strictly comply with the laws on construction, land, environmental protection, fire prevention and fighting, not to form residential units in the project and not to transfer the project during the construction period.
Previously, as reported by Lam Dong Newspaper, in May 2023, the People's Committee of Da Lat City issued a decision to administratively fine Da Lat Five Star International Joint Stock Company with a fine of 130 million VND. The reason for the fine was that the enterprise had constructed a project without a construction permit and approved design on plots of land No. 175, 176, 187, 570, map sheet No. 22 and plot of land No. 79, map sheet No. 26 (No. 7 Nguyen Du, Ward 9, Da Lat City).
According to the review results, the Dalat Five Star Happy Valley Villa Project has been approved by the Provincial People's Committee for detailed planning at a scale of 1/500 according to Decision No. 112/QD-UBND dated January 16, 2015, and locally adjusted the detailed planning in Decision No. 1659/QD-UBND dated August 4, 2015. The project is constructing 6 villas according to the design model with detailed planning project approved by the Provincial People's Committee, but has not been granted a construction permit by the Department of Construction.
